The City Council approved the final assessment roll at the final Public Hearing for this project on November 7, 2022. Assessments can be prepaid at City Hall until December 7, 2022. Otherwise, annual payment for the assessments will be added to tax statements through Carver County beginning in 2023.
The project is still under contract until the summer of 2023. Next year final paving will occur along with any necessary repair work. Please contact one of the individuals listed on the right if you have any items that you would like reviewed to possibly be included as repair work.

Tree planting is anticipated to begin next week. No other work is anticipated in the coming weeks.
Phase 2: 3rd Street (Maple to Olive), Maple Street (3rd to 4th):
Willow Place has been completed and turf restoration is finished. The second of three layers of pavement is scheduled for early next week. Tree planting is also anticipated to begin next week.
Oak Avenue:
Paving, striping and restoration are complete. A small retaining wall will be constructed at the corner of Oak and Windmill along the new sidewalk and should be completed soon.
Dunsmore Drive:
There is no anticipated work in the coming weeks.

Phase 1: 3rd Street (Walnut to Maple) & Maple Street (2nd to 3rd)
No work is anticipated in the coming weeks. We are working on securing tree orders and hope to plant them later this fall. There is not a set schedule for this work at this time.
Phase 2: 3rd Street (Maple to Olive), Maple Street (3rd to 4th)
There are still repairs to be made to the porous pavers on Willow Place that need to occur before they can be finished. The second of three lifts of pavement is scheduled to be placed the week of October 10th. Misc. restoration and cleanup work is ongoing.
Oak Avenue
The new pedestrian ramps have been installed and the milling of the pavement has been completed. There will be some patch paving occurring later this week in small locations. The main paving of the full street is scheduled to occur on Monday, October 10. This paving will take the entire day to complete. Additional traffic control will be placed for the upcoming paving work and road closures that will occur.
Dunsmore Drive
Final paving of the wear course has been completed. There is no anticipated work in the coming weeks.

Phase 1: 3rd Street (Walnut to Maple) & Maple Street (2nd to 3rd)
Contractor watering of the sod ends on September 30th. Starting this Saturday watering and maintenance of the sod becomes the responsibility of the property owner. Street sign installations are underway and will be completed next week.
Phase 2: 3rd Street (Maple to Olive), Maple Street (3rd to 4th)
Next week topsoil placement and restoration items will occur on Willow Place adjacent to the porous pavement blocks. The second of three lifts of pavement are scheduled to be placed the week of October 11th. Misc. restoration and cleanup work is ongoing.
Oak Avenue
Curb removals and replacements have been completed. Installation of new pedestrian ramps is partially done. Irrigation repair work is underway and is planned to be completed tomorrow. The remaining pedestrian ramps are planned to be poured on Saturday or early next week. Milling of the pavement is scheduled to occur on October 5th with paving to occur the following week. Additional traffic control will be placed for the upcoming milling and paving work and road closures will occur.
Dunsmore Drive
Misc. restoration and cleanup items have been completed. Final paving of the wear course is scheduled for next week.

Driveways are being constructed this week. Sod was placed on the majority of the site on September 22. There may be a few areas that did not receive sod as the truck ran out of rolls. These areas will be installed soon. The second layer of street pavement will be paved in the upcoming weeks after all restoration work is completed.
Oak Avenue
The new trail was paved on September 22. Concrete pedestrian ramps along the trail will be constructed next week. Street improvement work is tentatively scheduled for early October. The street work will cause significant impacts to traffic in the adjacent neighborhoods and businesses. You will receive notifications on specific dates and accessible intersections prior to work beginning.
Dunsmore Drive
This week, driveways are being constructed this week and sod will be placed. Mailboxes are anticipated to be reinstalled next week.

Topsoil placement and filling of yards is mostly completed. Minimal work is expected to occur next week. Sod installation is tentatively scheduled for late the week of August 22 or during the week of August 29.

All utility work has been completed. Street construction occurred throughout this week and is planned to be completed early next week. Curb is scheduled to be constructed late during the week of August 22. Work on excavation and rock placement on Willow Place will be constructed separately from the other streets. The Willow Place excavation work is scheduled for late next week with rock placement the week of August 29.

Retaining wall construction is complete. There will be temporary fencing on the top of the new walls until the new, permanent fence is able to be manufactured. There is one more storm sewer manhole on the east side of Oak Avenue that has conflicts with small utilities and has been delayed. Work on the trail along Oak Avenue will commence late next week after Phase 2 street construction work.

Sidewalks were constructed this week. There are a few spots where communications pedestals were in the way, so these patches will be poured when curb on Phase 2 occurs. Topsoil and filling of yards is anticipated for the week of August 15. Sod is likely to be installed the week of August 22.

All utility work has been completed. Street construction will continue into next week. Curb is scheduled to be constructed the week of August 22.

Retaining wall construction is complete. There will be temporary fencing on the top of the new wall until the new, permanent fence is able to be manufactured. Reconstruction of a couple storm sewer manholes occurred this week. There is one more storm sewer manhole on the east side of Oak that has conflicts with small utilities and has been delayed. Trail removals are tentatively scheduled to occur the week of August 22. Traffic control cones and barriers will be moved as the construction progresses to different locations.

Reclamation of the street will occur Monday, August 15, weather dependent. Storm sewer construction and removals will also occur early next week.

Phase 1: 3rd Street (Walnut to Maple) & Maple Street (2nd to 3rd)
Paving was completed on 3rd Street from Walnut to Maple on July 28. This area will get a second lift of pavement on Friday. Maple Street, from 3rd to 2nd, will be paved with a first lift on Friday, July 29. Maple Street should receive the second lift of pavement next week. Also next week, the sidewalk will be graded in anticipation of pouring concrete late next week or the week of August 8, weather permitting.
Phase 2: 3rd Street (Maple to Olive), Maple Street (3rd to 4th)
Sanitary sewer and watermain installation is ongoing. Storm sewer installation work will continue on 3rd Street late next week following work on the Maple Street / 4th Street intersection. The intersection is scheduled to be closed the week of August 1 (weather depending) for this utility installation work and the subsequent street excavation work.
Oak Avenue
Trees have been cleared and erosion control has been setup along the corridor. There will be barriers installed to separate traffic and trail users from the construction areas. These controls will be set up starting on Friday, July 29, for the existing retaining wall on the west side of the street to be removed. It is anticipated that the new retaining wall will be constructed early next week.
Dunsmore Drive
It is anticipated that reclamation of the street may occur the week of August 15. This would be followed by removals and storm sewer construction the week of August 22.

Phase 1: 3rd Street (Walnut to Maple) & Maple Street (2nd to 3rd)
Street grading and construction on 3rd Street will be complete this week. It is anticipated that concrete driveways and curb and gutter will be constructed on Monday, July 18, and Tuesday, July 19, weather depending. There will be curb string line setup on Friday, July 15, in preparation for curb construction. This string line will be lowered at driveway locations over the weekend to allow for access those days. Once concrete is poured, no vehicles will be allowed to drive on it for 7 days.
Phase 2: 3rd Street (Maple to Olive), Maple Street (3rd to 4th)
Sanitary sewer and watermain construction is in progress and will take a few more weeks to complete for the entire phase. Utility services are anticipated for construction on 3rd Street next week.
Oak Avenue
Erosion control will be installed next week. Following that work, some trail removals may occur on the west side of the street.
Dunsmore Drive
No work is anticipated in the near future. Updates will be provided when schedule is known.

Tree clearing is complete. The street pavement was reclaimed on May 19. Removal of driveways, curbs, and other items will begin early next week. Also next week you will see the temporary water system being setup and tested. You will be notified of any water shut downs or connection needs in advance. The sanitary and water mains are anticipated to begin construction the week of May 30. Private utilities are being relocated for the next 2-4 weeks.
Phase 2: Third Street (Maple to Olive), Maple Street (Third to Fourth)
Trees are anticipated to be cleared next week. The remainder of the construction work will follow Phase 1.

Phase 1 – Third Street and Maple:
Tree clearing has been ongoing this week and could extend into next week. Reclamation of the street pavement is anticipated for late next week and driveway removals to follow shortly after. Utility construction is currently anticipated for the week of May 23. You will also see the temporary water system being laid out in yards that week. The temporary water system will need to be connected to homes for the duration of watermain construction.

Phase 1 of construction is anticipated to begin the week of May 9th, weather permitting. Phase 1 consists of Third Street (west of Maple Street) and Maple Street (north of Third Street). The first items you will see are setting up traffic control and erosion control, tree clearing, temporary water service, and pavement removal items. There will also be private utility work to relocate their infrastructure in anticipation of the street construction. Access to driveways and entrances will be limited during some construction activities. Residents on the project site will receive a construction notice in the mail with project contacts other helpful information.

The construction contract for the project has been awarded to Wm Mueller & Sons from Hamburg, MN. Submittal, contract, insurance, and bonding items are in process. A preconstruction meeting is scheduled for the end of this month. After that meeting, a tentative project schedule will be available, and a start date will be shared with impacted residents via a mailer.

The project is currently being advertised for bidding. Contractor pricing is due at the end of this month. The City Council will then review the bids and consider awarding a construction contract at a City Council meeting in April.

An Open House was held on Wednesday, February 9th. At this meeting, the scope of the project was discussed, questions were answered, and a tentative project schedule was shared. The tentative schedule includes:
- Completing the final design in February.
- Opening bids in March.
- Awarding a construction contract at one of the City Council meetings in April.
- Beginning construction in May.

An open house has been scheduled for Wednesday, February 9th from 5:00 – 7:00 p.m. at City Hall. The purpose of this meeting is to review the project scope and discuss any property concerns that could be implemented into the final plans. The staff available at this meeting will be the Public Services Director and the City Engineer. A mailer will also be sent to impacted property owners informing them of this meeting. There will be no update on project costs or assessments at this meeting. If you are unable to attend this meeting, you can also contact the Public Services Director and/or the City Engineer.
