In its <\/span><span style=\"font-size: 11.0pt;,sans-serif\">current configuration, the roadway is an undivided, two-lane rural section roadway with no shoulders. The <\/span><span style=\"font-size: 11.0pt;,sans-serif\">intersection of Crosstown Boulevard and Bluebird Street serves a high volume of traffic, along with commercial development to the north and <\/span><span style=\"font-size: 11.0pt;,sans-serif\">residential development to the south. There is a senior living complex that is presently under construction with visions of future expansion for residential units and commercial space in the southwest corner of the intersection.<\/span><\/p><p class=\"MsoNormal\"><span style=\"font-size: 11.0pt;,sans-serif\">Due to nearby commercial and residential development and potential future development, <\/span><span style=\"font-size: 11.0pt;,sans-serif\">this intersection has experienced increasing safety, pedestrian and mobility concerns. To address <\/span><span style=\"font-size: 11.0pt;,sans-serif\">these concerns, the City entered into a partnership with J.A.
