2021 Infrastructure Improvements Project

Project Summary:

The project includes the following improvements:  

  • Lowertown Area Resurfacing:
    • First Street from west of Mertens Street to West Street
    • Third Street from Mertens Street to Broadway Street
    • Fourth Street from First Street to Broadway Street
    • Fifth Street from Varner Street to Rice Street
    • Sixth Street from Syndicate Street to Varner Street
    • Syndicate Street from Fourth Street to north of Sixth Street
    • Mertens Street from First Street to Fourth Street
    • Wood Street form First Street to the start of Wood Circle
    • West Street from First Street to north of Sixth Street
    • Varner Street from Second Street to north of Sixth Street
    • Rice Street from Second Street to Broadway Street
    • East Street from First Street to Second Street (TH 282)
  • Creek Lane Resurfacing from El Dorado Drive up the bluff to Sunset Drive
  • Alley Improvements between Broadway Street and Mill Street, north of Water Street
  • Parking Lot Improvements:

  • Council Receives Feasibility (Preliminary Engineering) Report
  • Order the Public Improvement Hearing

January 18, 2021:

  • Conduct the Public Improvement Hearing & Order Final Plans

February 15, 2021:

  • Present Final Plans/Specifications to City Council
  • City Council Authorizes bidding to contractors

March 15, 2021:

  • City Council Reviews Bids
  • City Council Orders Alley Special Assessment Hearing

April 19, 2021

  • City Council Conducts Assessment Hearing
  • City Council Considers Award of a Construction Contract

FAQ’S

Q: When will this project be constructed?

A: The construction contract will be awarded in the spring of 2021. Construction is expected to start late spring or early summer and last several months. This will be updated with more detail once the contract is awarded and the contractor submits their proposed construction schedule.

Street Resurfacing:

The proposed improvements include a combination of mill and overlay and full depth reclamation. The following streets in the Lowertown Area are proposed to receive a 2” mill and overlay:

  1. Third Street from Mertens Street to Broadway Street
  2. Fourth Street from Syndicate Street to Rice Street
  3. Fifth Street from Varner Street to Rice Street
  4. Sixth Street from Syndicate Street to Varner Street
  5. Syndicate Street from Fourth Street to north of Sixth Street
  6. Mertens Street from Second Street to Fourth Street
  7. Wood Street form Second Street to the start of Wood Circle
  8. West Street from Second Street to north of Sixth Street
  9. Varner Street from Second Street to north of Sixth Street
  10. Rice Street from Second Street to Broadway Street
  11. East Street from First Street to Second Street (TH 282)
  12. Creek Lane from El Dorado Drive up the bluff to Sunset Drive

The following streets in the Lowertown Area are proposed to be full depth reclaimed in place:

  1. First Street from west of Mertens Street to West Street
  2. Fourth Street from Rice Street to Broadway Street
  3. Mertens Street from First Street to Second Street
  4. Wood Street form First Street to Second Street
  5. West Street from First Street to Second Street

The resurfacing improvements in the Lowertown Area and along Creek Lane will also include ADA pedestrian ramp improvements, and spot curb and gutter replacement.

Alley Improvements:

The alley between Broadway Street and Mill Street, ½ block south of First Street is also proposed to be improved adjacent to a new parking lot. The improvements for this block of alley include installing a new 6” concrete pavement.

Parking Lot Improvements:

Construction of two parking lots including the installation of curb and gutter and bituminous pavement:

  1. The historic Jordan Brewery property
  2. City owned parcel off First Street, between Broadway Street and Mill Street behind the Pickled Pig. This proposed parking lot will have access off the alley that is also proposed to be improved as part of this projects.

Q: When will the contractor be working?

A: City working hours are 7 AM to 7 PM M-F and 8 AM to 6 PM on Saturday as necessary
