The proposed project improves the streets through a reclamation and pave project with concrete curb and gutter and storm sewer repairs or extensions as recommended by staff. No street widening or geometric changes are proposed. \u201cNo Parking\u201d signage is proposed to be installed in accordance with the City\u2019s Parking Restriction Guidance Policy.<\/p><p>Construction is scheduled to begin in early May 2026.<\/p><p>There is no existing publicly owned sanitary sewer along any of the existing streets, and all areas reside outside of the City\u2019s MUSA boundary. Therefore, no extension of municipal sanitary sewer is planned with this Project.<\/p><p>Properties within the project area are served by existing public watermain that was installed approximately 20 years ago. There is no history of breaks or problems with the in-place system and it is expected that the pipe has adequate service life remaining. Project cost by neighborhood is outlined below.<\/p><table><tbody><tr><td width=\"390\"><p>Lake Elmo Heights<\/p><\/td><td width=\"138\"><p>$2,024,000<\/p><\/td><\/tr><tr><td width=\"390\"><p>Innsdale Ave N<\/p><\/td><td width=\"138\"><p>$158,000<\/p><\/td><\/tr><tr><td width=\"390\"><p>Inwood Ave N<\/p><\/td><td width=\"138\"><p>$210,000<\/p><\/td><\/tr><\/tbody><\/table><p>All project improvements will be limited to street and drainage improvements. These improvements will be partially assessed against the benefitting properties consistent with the City\u2019s Special Assessment Policy. The preliminary residential unit assessments are outlined below:<\/p><table><tbody><tr><td width=\"318\"><p>Lake Elmo Heights<\/p><\/td><td width=\"210\"><p>$15,200 for 40 units<\/p><\/td><\/tr><tr><td width=\"318\"><p>Innsdale Ave N<\/p><\/td><td width=\"210\"><p>$6,800 for 7 units<\/p><\/td><\/tr><tr><td width=\"318\"><p>Inwood Ave N<\/p><\/td><td width=\"210\"><p>$15,800 for 4 units<\/p><p>$7,900 for 1 unit<\/p><\/td><\/tr><\/tbody><\/table><h4>PRELIMINARY ASSESSMENTS:<\/h4><p>Preliminary assessments have been established in the project feasibility report. The feasibility report has been accepted by the Lake Elmo City Council. A preliminary assessment roll is available at the bottom of this page under \u201cattachments.\u201d Each impacted property is included in the roll. The preliminary assessment amounts are based on estimated project costs and are not final. Once construction is complete for the project, a final assessment hearing will be held and the City Council will consider the adoption of final assessment amounts.
