Master Planning Process
The following milestones have been identified for the Phase 1 Master Plan:
- June 2021: Online public engagement period
- July 1, 2021: Parks & Recreation Commission
Present input gathered from the community. - July 14, 2021: City Council Meeting
Present Master Plan Phase 1 update and Parks & Recreation Commission input. - July 30 – August 1, 2021: Canadian Days
Display boards for additional public input - August 11, 2021: City Council Meeting
Presentation of final recommendations to City Council for adoption.
Following the completion of this master plan report, the city will be able to identify improvement projects for construction and plan for and pursue funding.

Pioneer Park Phase 1 Master Plan
Overview
The City of Little Canada initiated the Pioneer Park Phase 1 Master Plan in May 2021 to continue working towards “strengthening Pioneer Park as Little Canada’s Community Recreation Park,” as identified in the 2040 Comprehensive Plan.
The final master plan report will identify phased improvements at Pioneer Park including improvement narratives and imagery, cost estimates, implementation planning, ongoing maintenance considerations, and potential funding opportunities. This document will assist the City in capital improvement & maintenance planning, as well as pursuing additional funding sources.
Background
The Phase 1 Master Plan builds on previous efforts to identify and implement improvements at Pioneer Park:
- 2018 Park System Master Plan
- 2020 Comprehensive Plan Update – Chapter 6: Parks & Trail System
- 2020 Resilient Communities Project Engagement
- March 2021 Joint City Council/Parks Commission Work Session – this meeting identified the parameters for the Phase 1 Master Plan and specific elements to incorporate.
Pioneer Park Improvements – we want to hear from you!
In order to ensure that the park is genuinely serving the needs of the city, multiple opportunities to provide feedback on the Phase 1 Master Plan are planned as part of the process.
