The final project and construction items will be shared along with the final project costs and final assessments. Anyone desiring to address the City Council about the project or about their assessment will be allowed to do so.<\/p>\n<h4>Sept. 2025 Improvement Hearing (Phase 4 Project)<\/h4>\n<p>The first of the two required public hearings for the final phase of downtown reconstruction work will be held at City Hall on Monday, Sept. 15 at 6 p.m. The proposed scope of work along with estimated costs and assessments will be shared. Information about the final design and project schedule were shared and questions and concerns from property owners were addressed.[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text]<\/p>\n<h4 align=\"left\">October 2023 Assessment Hearing<\/h4>\n<p style=\"text-align: left\" align=\"left\">The second of the two public hearings for the Phase 1 project was held.\u00a0 The final project costs, the timing\/process for assessment payments, and a summary of the remaining construction items were shared.\u00a0 Property owners were able to address the City Council about the completed construction and about their final assessment.\u00a0 The City Council approved the final assessment roll at this meeting.\u00a0 For property owners that do not prepay their assessment, the assessed amount will be on their Carver County tax statement beginning in 2024.<\/p>\n<p>[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text]<\/p>\n<h4 align=\"left\">September 2023 Improvement Hearing<\/h4>\n<p style=\"text-align: left\" align=\"left\">The first of two public hearings for the Phase 2 project was held.\u00a0 The project scope and estimated costs were discussed, and property owners were able to address the City Council.\u00a0 The Council authorized the final design of the project at a later City Council meeting on October 16, 2023.<\/p>\n<p>[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text]<\/p>\n<h4 align=\"left\">February 2023 Open House<\/h4>\n<p style=\"text-align: left\" align=\"left\">The purpose of this meeting was to share the progress on the final design, share the anticipated schedule moving forward, address any property concerns that may be able to be included in the design, and to answer questions.<\/p>\n<p>[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text]<\/p>\n<h4 align=\"left\">Business \/ Property Owner Meetings &#8211; May 2022<\/h4>\n<p align=\"left\">The City hosted these meetings to present various street width and layout options for the Downtown Waconia Reconstruction Project.<\/p>\n<p>[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: left\" align=\"center\">June 2022 Open House<\/h4>\n<p>The City held a public open house on June 1, 2022 to gather input on the various street width and layout options for the Downtown Waconia Reconstruction Project.[\/vc_column_text][vc_empty_space height=&#8221;15&#8243;][vc_column_text css=&#8221;&#8221;]<\/p>\n<h4 style=\"text-align: left\" align=\"center\">Phase 1 Improvement Hearing &#8211; October 2022<\/h4>\n<p>The first of two public hearings for the Phase 1 project was held in October 2022.
