The City of Rochester believes that a proactive approach to increasing safety, reducing crashes, and reducing maintenance costs is to install a multi-lane roundabout at this intersection, and intends to move forward with such a project using Municipal State Aid funds. This letter provides justification for the 4th Street SE & 19th Avenue SE Intersection Improvements Project.

The intent of the report was to identify the best intersection control for the 4th Street SE and 19th Avenue SE intersection in order to provide safety benefits, maintain acceptable intersection operations, and maximize the corridor’s ability to accommodate future needs.
