Project Overview

Atwater North Side Improvement Project Overview

The City of Atwater is reconstructing parts of the North Side of Atwater.
The improvements include:

  • Asphalt streets with concrete curb and gutter
  • Concrete driveway aprons
  • Sanitary sewer, manholes and sewer services
  • Watermain, hydrants with isolation valves, mainline valves and water services
  • Storm sewer, storm manholes and catch basins

Project Map

Project Update – March 26, 2025

Construction is set to begin on the North Side Improvement Project for the 2025 season. The contractor’s anticipated schedule for the month of April is provided below:

3rd Street N, 2nd Street N, & Ramsey Avenue

The lawn areas for these streets were temporary mulched in the Fall of 2024.  Final seeding is scheduled to be completed in the Spring of 2025.  Additional updates on the seeding will be provided when we know more.

Atlantic Avenue, Minnesota Avenue, Roosevelt Avenue, Orchard Avenue, Lincoln Street, 5th Street N, and 6th Street N
  • Week of April 1:
    • Tree removal
    • Temporary mailboxes will be installed (See Temporary Mailbox note below)
  • Week of April 7:
    • Reclaiming of existing bituminous pavement
      • The existing street pavement and gravel base will be ground together to form a gravel surface that will be graded/maintained until it is removed for utility construction.
    • Removal of driveways aprons, curb & gutter, and sidewalks
      • Driveways will be ramped with gravel to maintain vehicle access
Lincoln Street N & Orchard Avenue E

(Lincoln Street north of Orchard Avenue. Does not include Lincoln Street between Highway 12 and Atlantic Avenue)

  • Week of April 14:
    • Temporary water service installation
  • Week of April 21:
    • Sanitary sewer
  • Week of April 28:
    • Watermain
Roosevelt Avenue E
  • Week of April 14:
    • Watermain
    • County Road 2 is scheduled to be closed during the watermain installation at the intersection of Roosevelt Avenue and County Road 2.  The detour will route non-local traffic to County Road 4, County Road 28, and back to County Road 2.  Local traffic will retain access on either side of the closure from 2nd Street N and Ramsey Avenue. The duration of the closure/detour is expected to be 2-3 weeks.  See the detour plan below.

County Road 2 Detour

Project Update – March 19, 2025

As Spring approaches, the construction for the North Side Improvement Project is  scheduled to resume in April or May. 2nd Street N, 3rd Street N, 4th Street N, and Ramsey Avenue W were substantially completed in 2024 with only the top course of asphalt pavement and punch list items remaining. Street and utility construction for the remaining project areas will be brought to substantial completion in 2025. Construction work will include the replacement of the streets, sanitary sewer, watermain, and storm sewer. The streets remaining to be improved include Idaho Avenue, Atlantic Avenue, Minnesota Avenue, Roosevelt Avenue, Orchard Avenue, Lincoln Street, 5th Street N, and 6th Street N.

A preconstruction meeting will be held with the Contractor, C&L Excavating, near the end of March to discuss their construction schedule for 2025. Additional information will be posted to the project website after the preconstruction meeting. Additional Notes:

Garbage/Recycling: Residents are asked to label their garbage and recycling bins by writing their house number on a piece of tape and attaching it to their bins.  Place the bins near the street the day prior to pick-up days and the contractor will move them as needed for pick-up.

Temporary Mailboxes: Temporary Mailboxes for Lincoln Street, Orchard Avenue, and Roosevelt Avenue is tentatively scheduled to be installed on the south side of Ramsey Avenue W, between County Road 2 and 2nd Street N. The exact location is being confirmed with the post office.

Turf Establishment: After the seeding is completed, it is the residents’ responsibility to maintain the lawn.  Residents must water the lawns to properly establish the turf.   Please follow the Newly Seeded Lawns management document to ensure the growth and development of the seeded areas.

New Concrete: After the new concrete curbing and driveways are poured, the concrete requires 7 days to build enough strength to be driven on.  Please do not drive on the concrete within 7 days of its installation.

Street Paving: Residents will have limited access during paving operations. No on street parking will be available. Access in and out of driveways will be blocked at times depending on the current location of the paving operation.

Winter Concrete Care: Please refer to the Winter Concrete Care Guide for snow removal best practices to prevent damage to the new concrete.
