Project Overview

Atwater North Side Improvement Project Overview

The City of Atwater is reconstructing parts of the North Side of Atwater.
The improvements include:

  • Asphalt streets with concrete curb and gutter
  • Concrete driveway aprons
  • Sanitary sewer, manholes and sewer services
  • Watermain, hydrants with isolation valves, mainline valves and water services
  • Storm sewer, storm manholes and catch basins

2025 Construction

The construction for the North Side Improvement Project has resumed. 2nd Street N, 3rd Street N, 4th Street N, and Ramsey Avenue W were substantially completed in 2024 with only the top course of asphalt pavement and punch list items remaining. Street and utility construction for the remaining project areas will be brought to substantial completion in 2025. Construction work will include the replacement of the streets, sanitary sewer, watermain, and storm sewer. The streets remaining to be improved include Idaho Avenue, Atlantic Avenue, Minnesota Avenue, Roosevelt Avenue, Orchard Avenue, Lincoln Street, 5th Street N, and 6th Street N.

Project Map

Project Update – October 7, 2025

Construction is continuing on the North Side Improvement Project. The contractor’s anticipated schedule for the next two weeks is provided below:

4th Street North & Ramsey Avenue, 3rd Street North, 2nd Street North, & Ramsey Avenue

  • Construction is completed with only punchlist items remaining.  If there are any items that you believe need to be addressed prior to the completion of the project, please contact Spencer Johnson at the contact information provided.

Roosevelt Avenue East, Lincoln Street N & Orchard Avenue E, Lincoln Street N, Minnesota Avenue, Idaho Avenue W

  • Please continue to reference the turf establishment note on proper watering and maintenance best practices for the new grass through the end of the growing season.
  • Construction is substantially complete except for the installation of the top course of asphalt pavement, which will occur in the spring/summer of 2026. If there are any items that you believe need to be addressed prior to the completion of the project, please contact Spencer Johnson at the contact information provided.

Minnesota Avenue, Atlantic Avenue, 5th Street N (West of 4th Street N)

  • Week of October 6:
    • Underground utility installation finishing on Minnesota Avenue
    • Street construction continued on Minnesota Avenue
  • Week of October 13:
    • Street construction finishing on Minnesota Avenue  (7th Street to 8th Street)
    • Concrete curb and gutter installation on all remaining project areas.
  • Week of October 20:
    • Concrete driveway and sidewalk installation on all remaining project areas
    • Base course paving on all remaining project areas
  • Week of October 27:
    • Topsoil grading beginning on all remaining project areas

  • With winter approaching, we ask that all residents within the project area reference the winter concrete care document on best practices to protect your new concrete this winter.

Additional Notes:

Punchlist Items: The improvements will be finalized at various stages throughout the project timeline. As each phase is completed, there may be a few remaining tasks that need attention before the project is fully closed out. These tasks are referred to as ‘punchlist items.’ If you believe there are any items that need attention before project completion, please reach out to Spencer Johnson.

Garbage/Recycling: Residents are asked to label their garbage and recycling bins by writing their house number on a piece of tape and attaching it to their bins.  Place the bins near the street the day prior to pick-up days and the contractor will move them as needed for pick-up.

Temporary Mailboxes: Temporary mailboxes for Lincoln Street, Orchard Avenue, and Roosevelt Avenue are planned to be installed on the south side of the south block of Sunrise Lane on April 4.

Turf Establishment: After the seeding is completed, it is the residents’ responsibility to maintain the lawn. Residents must water the lawns to properly establish the turf. Please follow the newly seeded lawns management document to ensure the growth and development of the seeded areas.

New Concrete: After the new concrete curbing and driveways are poured, the concrete requires 7 days to build enough strength to be driven on.  Please do not drive on the concrete within 7 days of its installation.

Street Paving: Residents will have limited access during paving operations. No on street parking will be available. Access in and out of driveways will be blocked at times depending on the current location of the paving operation.

Winter Concrete Care: Please refer to the Winter Concrete Care Guide for snow removal best practices to prevent damage to the new concrete.
