Atwater North Side Improvement Project Overview
The City of Atwater is reconstructing parts of the North Side of Atwater.
The improvements include:
- Asphalt streets with concrete curb and gutter
- Concrete driveway aprons
- Sanitary sewer, manholes and sewer services
- Watermain, hydrants with isolation valves, mainline valves and water services
- Storm sewer, storm manholes and catch basins
2025 Construction
The construction for the North Side Improvement Project has resumed. 2nd Street N, 3rd Street N, 4th Street N, and Ramsey Avenue W were substantially completed in 2024 with only the top course of asphalt pavement and punch list items remaining. Street and utility construction for the remaining project areas will be brought to substantial completion in 2025. Construction work will include the replacement of the streets, sanitary sewer, watermain, and storm sewer. The streets remaining to be improved include Idaho Avenue, Atlantic Avenue, Minnesota Avenue, Roosevelt Avenue, Orchard Avenue, Lincoln Street, 5th Street N, and 6th Street N.

Project Update – May 9, 2025
Construction is continuing on the North Side Improvement Project. The contractor’s anticipated schedule for the next two weeks is provided below:
4th Street North & Ramsey Avenue
- Week of May 12:
- Overseeding was completed to address lawn areas were not showing signs of grass growth. Please review the turf establishment note on proper watering and maintenance best practices to restore the lawn to its former glory.
- Installation of the final course of asphalt pavement. Residents will have limited access during paving operations.
3rd Street North, 2nd Street North, & Ramsey Avenue
- Week of May 12:
- Now that the final topsoil grading and seeding of the lawn areas has been completed, we ask that residents review the turf establishment note on proper watering and maintenance best practices to restore the lawn to its former glory.
- Installation of the final course of asphalt pavement. Residents will have limited access during paving operations.
Lincoln Street North & Orchard Avenue East (Lincoln Street north of Orchard Avenue)

Detour Update
- County Road 2 closure/detour will be in effect for the week of May 12 for the following work:
- Install asphalt pavement in the patch at the intersection of County Road 2 and Roosevelt Avenue.
- Watermain valve replacement at the intersection of County Road 2 and Highway 12. A lane shift utilizing the center turn lane for westbound Highway 12 traffic will be in place. All underground work and the street pavement patch will be completed the week of May 12.
- The detour will remain in place until Friday, May 16.

Additional Notes:
Garbage/Recycling: Residents are asked to label their garbage and recycling bins by writing their house number on a piece of tape and attaching it to their bins. Place the bins near the street the day prior to pick-up days and the contractor will move them as needed for pick-up.
Temporary Mailboxes: Temporary mailboxes for Lincoln Street, Orchard Avenue, and Roosevelt Avenue are planned to be installed on the south side of the south block of Sunrise Lane on April 4.
Turf Establishment: After the seeding is completed, it is the residents’ responsibility to maintain the lawn. Residents must water the lawns to properly establish the turf. Please follow the newly seeded lawns management document to ensure the growth and development of the seeded areas.
New Concrete: After the new concrete curbing and driveways are poured, the concrete requires 7 days to build enough strength to be driven on. Please do not drive on the concrete within 7 days of its installation.
Street Paving: Residents will have limited access during paving operations. No on street parking will be available. Access in and out of driveways will be blocked at times depending on the current location of the paving operation.
Winter Concrete Care: Please refer to the Winter Concrete Care Guide for snow removal best practices to prevent damage to the new concrete.
