Eureka Avenue Improvements

Project Overview

The Eureka Avenue Improvements project includes full reconstruction and minor realignment of the existing street including the addition of curb and gutter and pedestrian facilities on one side of the street from the western City limits north to 11th Avenue SW (CSAH 32), as well as sanitary sewer forcemain replacement, stormwater improvements, and shoreline restoration along Clear Lake including fishing stations and a fishing pier.

The City has secured bonding bill funding from the State of Minnesota for design and construction of this project. The City is partnering with MnDNR Fisheries who have secured grant funding for a fishing pier and five fishing stations on the western shore of Clear Lake. The City is partnering with Rice Creek Watershed District for additional shoreline restoration work. The City is also coordinating with the City of Columbus on a potential addition to the project pending approval of an LRIP grant for their share of the costs for reconstruction of the unimproved section of Eureka Avenue (Hornsby St NE) located in the City of Columbus.

The estimated construction cost of the project is $4.5 million with preliminary construction activities and placement of a soil surcharge anticipated to begin fall of 2025. The majority of street reconstruction activities are anticipated to begin early summer of 2026 and be substantially complete by November 2026. Minor cleanup and restoration work is expected to be completed by July 2027.

Eureka Avenue will be open while the surcharge is in place (Fall 2025 – Summer 2026).  The road will be closed beginning mid-summer 2026 through November 2026.  Access to the boat landing will be made available to get vessels on and off the lake as needed.

Project Objectives

The main objectives of the project are to reconstruct the degraded roadway, provide pedestrian facilities to improve safety along the corridor, minimize environmental impacts, restore the Clear Lake shoreline, and maintain shore fishing access.

Several potential roadway layout options have been analyzed with the goal of maximizing street and pedestrian facility widths while minimizing environmental impacts to Clear Lake and wetlands along the corridor.

July 2025: Finalize Design, Permitting, and Easement Acquisition

August 2025: Solicit Bids from Contractors

September 2025: Award Project to Low Bid Contractor

Sept – Oct 2025: Preliminary Construction Activities and Soil Surcharge

Mar – Apr 2026: Shoreline Restoration

June – November 2026: Soil Surcharge Removal and Street Reconstruction

May – July 2027: Minor Clean Up and Restoration
