Skyline has completed a Self-Evaluation of pedestrian facilities within its jurisdiction and an Americans with Disabilities Act (ADA) Transition Plan that documents the following:
- Self-Evaluation Process
- Identified Barriers to Accessibility in Pedestrian Infrastructure
- Plan and Schedule for Removal of Barriers from the System

The City of Skyline will adopt Part 1 as the full ADA Transition Plan for the City.
Part 1 – Draft MAPO ADA Transition Plan
This is the overarching MAPO ADA Transition Plan and Inventory document that identifies process requirements, methodology, and public outreach for all MAPO Partner Agencies.
As part of a larger effort led by the Mankato/North Mankato Area Planning Organization (MAPO), the City of Skyline is working to ensure pedestrian infrastructure throughout the City is compliant with the Americans with Disabilities Act (ADA). Each jurisdiction within MAPO is performing a Self-Evaluation of the policies, practices and pedestrian infrastructure within public rights-of-way to identify ADA deficiencies that pose barriers to safe and efficient access for all users. Each jurisdiction will also complete an ADA Transition Plan that will provide a plan, schedule, and planning-level costs for upgrading pedestrian infrastructure and the removal of barriers to accessibility within the public rights of way.
Data Collection for the Skyline Self-Evaluation will take place in November 2017. The Skyline ADA Transition Plan development process will conclude in March of 2019 and will be included in the greater MAPO ADA Transition Plan document along with the other MAPO jurisdictions.

Americans with Disabilities Act (ADA) and the Code of Federal Regulations (CFR): Under Title II of the ADA as well as 28 CFR 35.105 and 28 CFR 35.150, agencies are required to perform a Self- Evaluation and complete a Transition Plan to ensure all users have equal access to pedestrian facilities, services and programs.
Public Input: As required by 28 CFR 35, All entities are required to provide the public opportunity to participate throughout the planning process and submit concerns or complaints regarding pedestrian infrastructure.
