October 21, 2025
The contractor has completed street concrete paving in the 240th Ave intersection. Many driveways on the south side have been poured and will be ready for use by the end of the week. Driveways on the north side have been temped in with gravel for use while they work on concrete sidewalk up in the 240th Ave intersection. We have been notified that the street is ready for residential use, up to the end of the new pavement (mid-way through the project site). Access is available from the south on 240th Ave, though it will still have staggered barricades to block through traffic. The contractor is requesting that with the residential use everyone refrain from parking any vehicles on the street during their active construction work hours (7 a.m. to 7 p.m.).
Utility construction has been completed in the first 400’ segment east of the new pavement, with gravel base placement starting Tuesday, October 21. Once all the gravel has been placed the contractor will ramp in driveways and an access to the west onto the new pavement for residential use. This is expected to be completed in the coming days.
Utility construction will continue to the east for the remaining 400’ segment to the lift station, where pavement was recently removed, later this week. The contractor will install sanitary sewer then storm sewer, before preparing the road base and placing gravel.
This 800’ segment from the lift station to the new pavement mid-project is planned to be paved early next month, weather permitting. The contractor will continue to push to get as much of the project completed this year as possible before freeze up, with any remaining work up to the Hill Ave intersection to be completed in Spring.

October 10, 2025
Sanitary sewer construction will be completed this week in the current phase. Next week the contractor plans to start removals on the next phase east to the lift station. Residents that have been parking in this location will need to have their vehicles moved by Monday morning (10/13). Parking on this end of the project will be available east of the lift station, through the curve and up to Hill Ave. The contractor also requested that residents from this end of the project consider parking in the pump house parking lot to conserve space.
Concrete street paving was completed this week as scheduled from mid-point of the project to the north 240th Ave tie in. This concrete should be ready for residential traffic by mid next week, though we do not have an opening schedule from the contractor yet. They will be pouring the remaining 240th Ave tie in to the south as well as manhole/intake boxouts early next week. We ask that residents on this end of the project continue to park in Stevens Cove from the north temporary access route or south of the 240th Ave construction extents. We will follow up next week when the new street is ready for local traffic.

The contractor is currently grading the 240th Ave intersection in preparation for aggregate base placement. Once the street base material is placed the paving crew will move in next Tuesday, September 30th to begin setting up for concrete paving, with paving the following week. At the end of this week or early next the underground crew will also be moving on to the next phase of construction east to start removals and sanitary sewer replacement. See attached map for reference.
Concrete paving for the mainline street is scheduled for the week of October 6th. Starting next Tuesday, September 30th, the paving crew will begin setting stringline on each side of the street for the full length to be paved. At this time there will be no more access to driveways until the concrete street is complete and has time to cure. We expect this full closure to last approximately 2 weeks. Please note, concrete needs time to cure and strengthen, requiring 7 days before driving on it. We will notify you when you can safely drive on the concrete. If you drive on the new street prior to being notified, it may void the warranty. During this time residents at the west end will be able to access down to Stevens Cove by use of a temporary access route (see attached map for reference). Please exercise caution while using this one lane temporary access and avoid pulling any trailers through this route.
Once the concrete street has been completed and cured, the contractor will seal joints prior to opening to local residents. Weather dependent, we expect it to be open to residential use the week of October 13th but there will still be active construction as manhole and intake boxouts are poured.
In the next few days, the underground crew will also begin construction on the next phase east with removals and sanitary sewer, followed by storm sewer and street section prep (see attached map for reference). This approximately 400-foot stretch will be accessible before the contractor moves on to the next phase east. We expect this construction to take approximately 4 weeks before access is restored to driveways.
Paving will be a significant inconvenience for residents but is a major step as we move towards completion of the project. We kindly ask everyone to have patience as we progress through this construction milestone. Sanitary sewer replacement and storm sewer improvements have been completed in the west half of the middle phase of the project. This includes the portion from 24150 to 24200 140th Street.
The contractor is currently performing excavation and subgrade preparation for the street. Following this work the aggregate base (gravel material) for the street section will be placed and driveways ramped in, then this phase of the road can be used by residents for access. This work should be done early this week, August 18-20th, weather permitting.
Starting mid-week, around August 20th, the contractor plans to begin construction on the next storm sewer outlet to the east, located on the east side of 24245 140th St. This work will primarily be outside of the existing roadway, including grading of the existing outlet waterway, pipe up to the street, and a storm intake structure on the south side of the road. This will allow them to extend the existing dewatering system another 200 feet east of the current end without creating a conflict with the new storm sewer installation. No surfacing removals are planned for this work, and it should be completed by the end of the week.
One week from Monday, on August 25th, the 240th Ave intersection will be closing for construction. At this time the contractor will perform existing removals, install storm sewer, and prepare the street section for concrete paving on the far west phase of the project. This work is expected to take three weeks, and the concrete paving crew is planning to move in immediately following the work. Additional notice will be provided prior to concrete work on the project once this schedule is set by the contractor.
Starting August 25th residents on 140th Street west of Stevens Cove to the 240th Ave intersection will have limited access, with direct access to driveways being blocked for some duration of the work. Expect around three to four weeks of little or no access to driveways during these construction improvements. Residential parking east of the phase will be maintained by the contractor similar to the current conditions onsite for the previous phase of work performed. During this work everyone in the 140th Street project area will need to access from the east from the Hill Ave intersection.
July 25, 2025
The contractor will begin removing concrete pavement for the full extents of the next phase of construction this Friday. This will affect all homes from 24150 140th Street through 24210 140th Street. We ask that all residences within these extents please have your vehicles out of your driveway Friday morning. During this time residents will need to park and access their homes from the east and west ends of the active construction area. Access from the west end will be available on the newly graveled surface up to the current phase. Next week the contractor will be installing this run of sanitary sewer, followed by the storm sewer, street section grading, and the aggregate base placement. We expect this work to be completed in approximately a month, with temporary driveway access restored at this time. Storm sewer construction in Phase 1 has been completed for the west portion of the 140th Street corridor from Stevens Cove to the east for 250 feet. The sanitary sewer replacement has also been completed for the first run from Stevens Cove west on 140th Street. The contractor is currently performing excavation and subgrade preparation for the street. Once this is complete a geogrid material will be placed, then the aggregate base (gravel material) for the street. Once the aggregate base is placed, this phase of the road can be used by residents for access. This should be done early next week, July 14 -17, weather permitting. Starting next week, July 14th, the contractor plans to begin construction on the next phase, east of the current construction. This will include the east end of the current construction to 24250 140th Street. They will start with the sanitary sewer replacement on the north side of the street, followed by the storm sewer improvements, and street subgrade/aggregate base. During this time residents in the next phase will have limited access, with direct access to driveways being blocked for some duration of the work. Expect around a month of little or no access to driveways during these construction improvements. Parking at either end of the phase will be maintained by the contractor similar to the current conditions onsite for the first phase of work performed.

Storm sewer construction in Phase 1 is nearing completion for the west portion of the 140th Street corridor from Stevens Cove to the east for 250 feet. The sanitary sewer has been determined to be in a state of disrepair that cannot be left in place and is now planned to be replaced as part of the current project. This will change access and timeline of the construction work going forward. Following the storm sewer, the contractor plans to start on the sanitary sewer replacement. This will entail a bypass pumping system to keep sewer operational within the project and upstream. The bypass will include solid piping run over ground from Stevens Cove down to the sanitary manhole at 24150 140th St for the current phase. During this time the entire street width will be closed through the noted extents and direct access to driveways will be limited. Residents will need to park at the end of pavement removals along the edge of the street at each end during this duration of work. Access for Stevens Cove will be maintained west of the current construction zone. Following completion of the sanitary sewer, the street subgrade will be prepared and aggregate base placed for the street to be installed on. Once the base material is placed, driveways will be ramped in with gravel and driveway access will be provided before the contractor moves on to the next phase. Rather than moving to Phase 1B at 240th Ave as previously planned, the contractor will continue working east into Phase 3 following Phase 1A. This will allow them to continue utilizing the dewatering system while it is rented and onsite.
May 23, 2025
Starting Tuesday, May 27, the contractor will be fully closing Phase 1A from Stevens Cove to 300 feet east, past the storm outlet near 24132 140th St. while they finish installing storm sewer and begin street base preparations. At this time, we ask residents to access from 240th Ave if located west of the construction closure, and east from 140th St. up to said closure. The contractor requests that residents primarily park on the north side of the street in this area, as their equipment will be located on the south side. This closure will remain in effect until the contractor completes grading and base for the street, at which time driveways will be temped back in with gravel and access restored. With Memorial Day weekend fast approaching, the contractor is requesting that all homeowners along the current dewatering extents with storage access needs for boats, trailers, etc. coordinate with them by Friday evening (May 23) to get them out. This includes all properties on the south side of 140th St from house number 24085 to 24245.

During this time the entire street width will be closed through the current removal extents and direct access to driveways will be limited. Residents will need to park at the end of pavement removals along the edge of the street at each end during this short duration. Once the base material is placed, driveways will be ramped in with gravel and driveway access will be provided before the contractor moves on to the next phase.
Rather than moving to Phase 1B at 240th Ave as previously planned, the contractor will continue working east into Phase 3 following Phase 1A. This will allow them to continue utilizing the dewatering system while it is rented and onsite.
May 7, 2025
Beginning Thursday, May 8, the contractor will start street pavement removals on Phase 1A, from Stevens Cove to the newly installed storm sewer outlet. During this time, we ask residents west of Stevens Cove (toward 240th Ave) to access the area from the west via 240th Ave, and residents east of Stevens Cove to continue accessing from the east via the Hill Ave intersection. Residents along the active construction zone will experience limited access during the day, with overnight access planned in the north boulevard. Dewatering installation in Phase 1A will be delayed until Wednesday, April 30, due to the recent weather. The contractor will start this work Wednesday morning and is requesting that residents on the south side of 140th St in Phase 1A please have their vehicles out of their garage/driveway at this time as driveway access will become restricted for approximately 2-3 weeks. The contractor will accommodate parking on the south side of the street during this time.

Construction has officially begun on the west section of the 140th Street corridor, from 240th Avenue to Hill Avenue. Initial work includes the installation of the storm sewer outlet. However, progress has been slower than anticipated due to high groundwater levels and unstable soil conditions. To address these challenges, a dewatering process will be implemented starting next week.
Dewatering work for Phase 1A will begin Monday, April 25. This involves drilling collection holes along the south side of the road to manage groundwater levels. A collector pipe will be laid on the road surface to facilitate this process.
As a result, driveway access will be limited for residents on the south side of the road throughout Phase 1A. Residents are asked to move their vehicles out of garages and driveways by Tuesday morning to allow the installation of the dewatering system. Parking along the street will be necessary during this period. The dewatering equipment is expected to remain in place for approximately three weeks.
Once groundwater levels have been lowered, the storm sewer installation through Phase 1A will proceed. Afterward, the road subgrade will be prepared, and the aggregate base for the street will be placed. Once this base material is installed, gravel ramps will be added to restore temporary driveway access before the contractor moves forward.
Instead of proceeding to Phase 1B at 240th Avenue as originally planned, the contractor will shift work eastward into Phase 3 following the completion of Phase 1A. This adjustment allows continued use of the on-site dewatering system while it is rented and available.
April 14, 2025
Construction will be commencing on the west portion of the 140th Street corridor from 240th Avenue to Hill Avenue in the coming weeks. These improvements will include replacement of the storm sewer, street subgrade, pavement, and sidewalks. During this time, access will be limited and constantly changing, but everyone will work together to maintain residential access to homes outside of working hours.
