Project Overview

What is the Project?

The City of Spring Valley has been evaluating infrastructure systems throughout the city and is currently considering a street and utility improvement project in 2022 as part of an on-going effort to improve and maintain infrastructure.

As currently proposed, the 2022 Street & Utility Improvement project will affect the following areas, listed in the table and illustrated in the map below.

In general, areas proposed for reconstruction will receive replaced bituminous surfacing, aggregate base, and curb and gutter. Sidewalks will be constructed along Fremont Avenue. Underground improvements will include the complete removal and replacement of sanitary sewer mains, water mains, and associated service lines. Storm sewer will also be constructed along Fremont Street and at the south ends of University Avenue and Division Avenue.

Areas proposed for water main improvements are being considered as alternates. These improvements will include the installation of new water mains and valves. Bituminous surfacing and aggregate base impacted by water main construction will be removed and replaced.

Project Location Map:

Project costs are currently estimated at approximately $2.2 million. A portion of the project costs within the reconstruction areas will be assessed to adjacent and/or benefitting property owners in general accordance with Minnesota Statutes Chapter 429. Costs related to water main improvements will not be assessed.
