Spring Valley 2026 Active Transportation Improvements

The Spring Valley 2026 Active Transportation Improvements project is a community-initiated effort to enhance pedestrian infrastructure in the heart of Spring Valley. It was made possible through support from Spring Valley City Council, a partnership with Fillmore County, and funding from the MnDOT Active Transportation Grant Program.

What’s Happening?

The project will upgrade sidewalks along Broadway Avenue and improve crossings at Main Street, Courtland Street, and Jefferson Street—making it safer and easier for residents to access local businesses and amenities. A sidewalk will also be added along Main Street to connect Section Avenue to Willow Park, filling a gap in the city trail system.

Construction Update

Week of June 15:

  • The contractor completed curb and gutter installation on Phase 1 Broadway Ave intersections at Courtland St & Jefferson St.
  • The contractor began sidewalk installation on Phase 1 Broadway Ave intersections at Courtland St & Jefferson St.
    • Courtland St intersection main line sidewalk is complete.

Week of June 22:

  • The contractor plans to complete sidewalk installation on Phase 1 Broadway Ave & Jefferson St.
    • To access businesses on Broadway Ave between Jefferson St and Courtland St, please use the Courtland St intersection.
  • The contractor plans to begin final grading and pavement preparations on Phase 1 Broadway Ave intersections at Courtland St & Jefferson St.

General Project Information:

  • Broadway Ave will remain open to pedestrian access on temporary walkways throughout the project duration, take care when walking throughout downtown and near construction equipment.
  • As construction continues, the temporary pedestrian access routes will vary. If you need help or would like advice on the best route through the construction zone, please contact David at 507-701-7611.

Construction Phasing

  • In general, work will begin with curb and street removals, and utility installation will follow removals. The contractor will then install new curbs and sidewalks, followed by paving the new road surface.
  • Once Phase 1 is substantially completed, the contractor will begin Phase 2. Additional information will be posted as work progresses.
