4th Street Improvement Project

Proposed Improvements

The City of Willmar is planning to improve 4th Street SW in 2026. Design is currently underway, with construction anticipated to begin in May. Improvements include:

  • Street diet
    • The proposed street diet involves reducing the existing roadway width from approximately 52 feet to a consistent width of 38 feet. This modification will continue to accommodate on-street parking on both sides and providing cost savings for the city and adjacent property owners—both in terms of initial project expenses and long-term maintenance.
  • Asphalt streets with concrete curb and gutter
  • Sidewalks improvements
  • Concrete driveway aprons
  • Sanitary sewer system
  • Water main, hydrants and water services
  • Storm sewer system

Project Schedule

  • Open house October 1st, 2025
  • Public hearing October 6th, 2025
  • Open house December 18th, 2025
  • Contractor will be selected in April 2026
  • Construction June – October 2026
  • Final assessment hearing in August 2026

Project Phasing

Phase 1: Willmar Avenue to Robbins Avenue

  • Tree removals — week of June 1st
  • Install temporary water service — mid-June
  • Street reclamation / removals — mid-June
  • Underground utility installation — mid-June
  • Street base construction – early to mid-July
  • Concrete curb, sidewalk, and driveways — mid to late July
  • Install bottom course of asphalt pavement — early August
  • Topsoil and turf establishment — mid-August
  • Install top course of asphalt pavement — Spring 2027

Phase 2: Robbins Avenue to Kandiyohi Avenue

  • Tree removals — week of June 1st
  • Install temporary water service —mid-July
  • Street reclamation / Removals — mid-July
  • Underground utility Installation — mid to late July
  • Street base construction — mid-August
  • Concrete curb, sidewalk, & driveways — late August
  • Install bottom course of asphalt pavement — early to mid-September
  • Topsoil and turf establishment — mid-September
  • Install top course of asphalt pavement — Spring 2027

Phase 3: Kandiyohi Avenue to Trott Avenue

  • Tree removals — week of June 1st
  • Install temporary water service — mid-August
  • Street reclamation / removals — mid-August
  • Underground utility installation — late August
  • Street base construction — late September
  • Concrete curb, sidewalk, & driveways — early October
  • Install bottom course of asphalt pavement — mid-October
  • Topsoil and turf establishment — mid to late October
  • Install top course of asphalt pavement — Spring 2027
