Project Overview

This section of Crosstown Boulevard is an arterial road with a posted speed limit of 45 mph. In its current configuration, the roadway is an undivided, two-lane rural section roadway with no shoulders. The intersection of Crosstown Boulevard and Bluebird Street serves a high volume of traffic, along with commercial development to the north and residential development to the south. There is a senior living complex that is presently under construction with visions of future expansion for residential units and commercial space in the southwest corner of the intersection.

Due to nearby commercial and residential development and potential future development, this intersection has experienced increasing safety, pedestrian and mobility concerns. To address these concerns, the City entered into a partnership with J.A. Wedum (Andover Senior Campus), developer of the area to the southwest, to improve the intersection. The goal of the proposed project is to improve safety at the intersections for all users, and provide for better mobility for road users and pedestrians traveling through the corridor, while minimizing impacts to adjacent properties.

Schedule & Construction Staging

Bidding for this project begins in March 2026. Construction is anticipated to begin in June 2026. This project is expected to be completed in Fall 2026 and maintain as minimal disruption to traffic as possible.
