Project Overview
SCOPE OF IMPROVEMENTS:
The CSAH 14 Watermain Improvement project includes the replacement of approximately 1,700 feet of watermain that has reached its useful life and is failing. The watermain will be replaced from Layton Avenue to Lake Elmo Avenue (west of the elementary school). The watermain will be installed using directional drilling to minimize roadway impacts and closures with full excavations required at hydrants and tie-in locations at each intersection.
The City of Lake Elmo has retained Miller Excavating to replace the watermain. The work will require the closure of westbound traffic from 39th Street to Lake Elmo Avenue (west of the elementary school). Access to existing businesses and side streets will remain open with a few exceptions that will be coordinated with those owners directly. As part of the detour posting, Business Access signage for downtown Lake Elmo will be included to direct motorists along the route. The work is expected to take approximately 2 months to complete (weather dependent).
PROJECT TIMELINE:
Construction has been delayed until the week of June 15, 2026 and is anticipated to take approximately 2 months to complete (weather and progress dependent). Prewarning signs will be installed a week prior to the traffic detour route being set up.

The total estimated project cost for the CSAH 14 Watermain Improvements is $940,000. There are no special assessments proposed with this project.
