September 9, 2025
The Lake Avenue and Fairlakes Avenue intersection is now open for traffic. Local access to businesses and residences from the east is now available. The west entrance to Lake Avenue will continue to be the main access at this time, but limited access to from the east is available. Thanks for your patience!
September 4, 2025
The temporary bank of mailboxes for this project will be moving to the east near the entrance of Heritage Acres. We were informed that the mail carrier has had a difficult time getting to the mailboxes with cars and equipment in the way at the current location. The city’s contractor will be moving the mailboxes later today or tomorrow morning and the postmaster will start delivery at that location tomorrow, hopefully this will help get everyone their mail in a timely matter. August 29, 2025
The city’s contractor has made great progress this week, crews have installed base materials and started paving in the Fairlakes intersection, mainline storm sewer on the north side of the street is progressing, storm sewer catchbasins (drains) have been installed along many of the intersections on the south side of the street, temporary watermain has been installed for the next phase of watermain work and water/sewer services have been completed on the south side from Rosen’s to Fairlakes Avenue. Also, some of the remaining driveway removals and street pavement are being removed for the next phases. These areas will be graveled temporarily after pavement is removed.
Pending any weather delays the contractor is looking to open the Fairlakes intersection back up after the concrete is fully cured (7 days) and asphalt patches back to the connecting pavement have been completed, likely the second week in September, maybe earlier. For access the west entrance off CR 39 will be the main access to all the businesses and residents during this time, N. Fairlakes Avenue continues to be open via access from the east side of the Fairlakes intersection.
The contractor will be completing services towards the east end of the project on the north side next week, while storm sewer continues as well. They will also be finishing concrete paving work in the intersection and asphalt patching work.
A watermain shutdown is planned for tomorrow (Saturday August 30th) for 4-5 hours starting at approximately 7:30 am. This will be limited to properties located between Highland Court and Rosen’s, including Highland Court while they make temporary main connections.

The city’s contractor has completed water and sewer mains to the end of the pavement removals near Rosen’s; and are currently working to get service lines installed. Storm sewer was started last week, and they have now completed all the storm sewer in the Fairlakes Avenue intersection.
#1 Currently the contractor is installing shorter services on the south side of the street, however next week (Tuesday) the long services will start that go all the way across the street. While these services are being installed depending on where your business/residence is located your access will be only from one direction, either west or east. The city’s contractor will be in contact with you and informing you of access changes. All residences and businesses from Rosen’s to the west your access will be from the west during service installation to the east.
#2 The city’s contractor will be closing the Fairlakes intersection except for local access to Fairlakes Avenue on Monday to excavate and install aggregate base. They are hoping to bring a concrete crew later in the week to start pavement.
#3 While services are being installed a second crew will continue with storm sewer installation from Fairlakes Avenue heading west.
#4 We don’t have a firm date or time yet, but we are tentatively planning a water shut down on Saturday the 30th to disconnect the remaining old watermain to the west, prior to that happening a temporary watermain will be setup for everyone from Rosen’s west.
We’re anticipating progress to speed up with a second crew now on site, and more activity so please expect delays as crews are moving equipment and material while you are around the work site. The city’s contractor has almost completed water and sewer mains to the end of the pavement removals near Rosen’s; they will be finishing sewer in this section today and finishing watermain tomorrow and Monday.
On Tuesday, August 5, storm sewer work is expected to start in the Fairlakes intersection, during this time they will try and keep through traffic open as much as possible however for a few days they will be closing the intersection except for access to abutting streets. During this time access to local businesses will be from the west. We will update the website with a closure date for the intersection as we get closer. Sewer and watermains have been installed from Fairlakes Avenue to Balcom Street. Storm sewer work in this block is scheduled for next week. Please see the construction newsletter for updates on business and residential access under helpful links.
July 3, 2025
Watermain in the Fairlakes intersection has now been completed and the city’s contractor is working on installing sanitary sewer main along the south side of the street up to approximately Rosen’s. Once that is complete, they plan to install watermain to the same point.
After the pipe has been installed a temporary gravel surface will be placed so traffic can be routed down the south side of street rather than the north to get pavement removed on the north side.
The city’s contractor has tentatively planned to start removals of the north pavement at the Fairlakes intersection working to the west. They plan to remove pavement as pipes are installed, and temporary gravel is installed on the south side. We would anticipate this taking a week or two. The contractor will likely be using flaggers or temporary signal lights alternating with one-way traffic during portions of this work.
Removal of pavement is tentatively scheduled to begin on Monday July 7th depending on the pipe installation progress and weather.
