Project Overview
The City of Silver Bay is planning to reconstruct parts of Adams Blvd, Arthur Circle, and Banks Blvd in 2026 and 2027. This project will replace aging infrastructure and improve the roadway and city utilities.
This project will:
- Fully reconstruct roadways in the project area
- New bituminous pavement surface, width will be similar to existing conditions.
- Replace concrete sidewalks in the project area and add new crossings
- Sidewalk will be on south/east side of Adams Blvd and north side of Arthur Circle
- Replace concrete curb and gutter to improve drainage control
- Replace storm sewer system to improve drainage throughout project area
- Replace watermain and sanitary sewer systems
- Includes service laterals to the public right of way
- New pressure reducing station
- New water transmission line through project area
- Add looping to system
- Restore disturbed areas with topsoil and seed following construction

2024/2025: Preliminary and Final Design
March 9, 2026: Improvement Hearing
March/April 2026: Advertisement for Bids
May 4, 2026: Award Construction Contract to A1 Excavating from Bloomer, WI
May 21, 2026: Pre-Construction Neighborhood Meeting, 5:00 – 7:00 p.m. near Banks/Adams Blvd Intersection
June 2026: Construction Begins (weather depending)
October 2026: Substantial Completion on Phases I, II, and III.
October 2027: Substantial Completion on Phases IV and V
June 2028: Final Construction Completion
Project Funding
Project Cost – $9,826,000.00
- Drinking Water Revolving Fund (WIF Grant) – $4,469,000.00
- MPCA Resiliency Fund Grant – $325,000.00
- Lake County Highway Department – $980,000
- IRRRB/State of MN – $3,000,000.00
- Special Assessments – $627,000.00
- City of Silver Bay – $425,000
