May 29, 2025.

Due to the recent rain events, concrete curb and gutter has been delayed until Monday June 2nd. Residents receiving curb and gutter in front of their house (Mark Avenue N, Mark Ave Ct N, 24th St N, & Mendel Ave N) will have access to their driveway over the weekend (May 29th through June 1st). Please plan to have your cars out of your driveway and onto the street by Monday morning. Monday morning, the contractor will be knocking on doors to verify everyone’s out of their driveway before removing access.

May 16, 2025.

An updated phasing map is added to the website for reference based on the contractor’s revised schedule and construction plan.

Phase 1 has put the first layer of asphalt down and is ready for Xcel Energy to replace gas main and services. Xcel anticipates this work will begin the week of May 19th. Once the gas lines have been fully installed and Xcel is out of the neighborhood, MPM will come back to finish the restoration of the street project and place the last layer of asphalt. Xcel will be restoring any damage to the properties needed for the gas installation. 

Reclamation of the streets in Phase 2 is scheduled to start on the 19th of May and is expected to take 5 days. Concrete curb and gutter installation is anticipated to start the following week (May 26th). Advance notification will be provided prior to curb installation via door knocking and hangers verify residents are aware of the curb and gutter installation. On the day of the pour, doors will be knocked on confirming residents have their vehicles out prior to the curb and gutter getting placed. Neighborhood’s getting concrete curb and gutter for phase 2 are Mark Ave N, Mark Ave Ct N, 24th Street N, and Mendel.

Phase 3 is anticipated to start in mid June and construction notices with property impacts and points of contact will be sent out in the next two weeks.

Phase 4 is anticipated to start at the end of July.

Xcel Energy continues gas replacement along Nolan Avenue in Phase 4. Roadwork is scheduled for later this summer.

Repairs or relocation of irrigation systems – May 15, 2025.

Repairs or relocation of irrigation systems within the Right of Way are not within the project scope. For phase 2 neighborhoods such as (but not limited to) Mark Ave N, Mark Ave Court N, 24th Street N, and Mendel Avenue N are getting concrete curb and gutter. Streets with curb and gutter will need systems relocated. Streets not mentioned earlier may be subject to relocation still. The remaining phases are subject this relocation as well. It is the homeowner’s responsibility to determine if the system is within the right of way and if it should be relocated. If there are concerns on if you need to relocate your system, please reach out to Justin Moeller (612-213-7111) to schedule a site visit.

Temporary Mailbox Locations – May 14, 2025.

Temporary Mailbox Locations for 24th and Mendel are on the east side of the project location, across the road from 12527 24th Street N. For the Mark Ave and Mark Ave Ct N are located on the corner of 10thStreet N and Midwest Trail N. For the remaining locations that do not have temporary mailboxes installed yet for phase 2, MPM intends to attempt to work around them. Should that change this map will be updated on the city website and coordinate with residents on an individual basis.

The contractor has indicated they are looking to start construction phase 2 the week of May 12, 2025.

The construction process will start by grinding up the edges of the roadway where the new concrete curb and gutter will be installed. Drain tile and new culvert installation will follow right behind. The contractor will then grind the remaining existing pavement and underlying gravel base together to create a new gravel base. A new layer of asphalt will be placed once the gravel has been shaped and compacted.

The contractor estimates the second phase of construction will take about a month to complete, but schedules may change based on weather conditions and other factors. Access to your home will be maintained for most of the project, but there will be periods when construction equipment will cause delays in getting in and out of your home.

At its April 2, 2025 meeting, West Lakeland Township accepted publicly opened bids and awarded a contract to Minnesota Paving and Materials for the construction of the 2025 Street Improvements Project. The contractor anticipates beginning work in the Omaha, Olene, and Oldridge Avenue neighborhood as early as April 28, 2025, weather permitting. A more detailed construction schedule, including phasing plans for the 2025 season, will be provided following a forthcoming preconstruction meeting.

Xcel Energy will be replacing their gas facilities along Nolan Avenue starting as soon as April 21, 2025. This work is being coordinated ahead of roadway improvements planned in this area.
