Oct 24, 2025.
Monday October 27th MPM plans to pave the last lift of Phase 4 (weather dependent). Phase 4 includes Neal, 20th, and Nolan from 10th Street all the way up to 30th. MPM is expecting to do both north and south bound lanes in one day. There will be flaggers directing traffic, so expect some traffic delays until getting through.

- This week the contractor will be placing black dirt and back fill behind the edge of the road on phase 4.
- 9/11 and 9/12 seed and blanket Noland Ave N and 12th street N and Neal Ave.
- 9/13 and 9/15 pave wear course on phase 1.
- 9/16 start paving the wear course on phase 4.

- Neal is paved with the first course of asphalt. 20th and Nolan will follow behind. By Friday 8/29 20th and Nolan is expected to be paved with the first course of asphalt.
- Driveways are expected to be restored the week of September 2nd.
- September 2nd topsoil installation will be installed on phase 4.
- Beyond the items listed above, there maybe a quite period of construction as the contractor begins to wrap up punch list items. Please be patient with the last finishing touches of the project.

- Started Grading and Placing Class 5 on Neal Avenue
- Placing fill along the shoulder of Nolan Avenue North
- Reclaiming on Nolan was done on 8/18.
- Wednesday 8/20 curb and gutter will be installed on Nolan Avenue.
- Fine grading all of this upcoming week and next week.
Aug 12, 2025.

- The contractor removed asphalt off of Neal from 20thto 30th Street North.
- Installed the remainder of storm sewer on the project.
- On Monday (8/11/25) the contractor started subcutting Neal working from 30th Street North and is heading towards 20th Street South.
- Another crew is working on filling the ditch on Nolan. Please expect delays at this time and thank you for your understanding.
- Possible milling of 20th Street occurring 8/15/25, between Neal and Nolan.
July 25, 2025.

- Next Wednesday (7/30) the mailboxes will be reinstalled on Neal Ave N. and Neal Ave CT.
- Next Tuesday (7/29) Culverts will start to be installed on Phase 4.

- Tuesday August 5th Tripple E will start sub cutting on Neal, on Phase 4.
July 11, 2025.
In the past week the contractor has ramped in driveways and continued installing storm sewer and drain tile.

July 3, 2025.
Work completed over the past week was paved 24th, Mendel, Mark Avenue, and Mark Avenue Court. Storm sewer and drain tile work was started on phase 3 along with installation of concrete curb and gutter.

July 1, 2025.
Over the past week, the contractor stripped topsoil and reclaimed on phase 3 streets. Contractor also began to back-fill and place sod on phase 2. Drain tile and culvert work on phase 3 was completed in the last week. On the upcoming week the contractor intends to pave wear course on Mark and 24th. Installing concrete curb and gutter will begin to start phase 3 as well.
June 20, 2025.
Over the past week, the contractor paved the wear lift on Omaha Ave N, Novak Ave N, 21st St N, 22nd St Ct N. Patching bituminous driveways on Mark Ave and Mark Ave Ct also occurred in the last week. The contractor back filled phase 2 and started stripping sod on phase 3 of the project. This upcoming week, the contractor will be placing sod on phase 2 and will be reclaiming on phase 3 starting, Monday 6/23. Culvert work on phase 3 is expected to begin Wednesday 6/25.
June 13, 2025.
Over the past week the contractor finished concrete on phase 2 and paved base lift on Mark Ave, Mark Ave Ct, 24th St, & Mendel. Weather dependent, paving will continue on 22nd and 18th street Friday June 13th with paving the wear course on Omaha and Novak neighborhoods Monday the 16th. Backfilling phase 2 will begin next week as well with a tentative goal of placing sod on Friday 6/20. Removing mailboxes and setting up temporary mailboxes is still expected to take place on Wednesday the 18th of June. Stripping Sod will take place the following day (June 19th), Reclaiming of phase 3 pushed back to 6/23, and culvert work taking place on June 24th and 25th. Reminder to reach out to Justin for irrigation questions for those who have irrigation within the right of way.
June 11, 2025.
Despite the weather, phase 2 has been continuing to progress. Over the next week, the contractor will be preparing the road and is planning on starting placing the first lift of bituminous pavement down on phase 2. Phase 3 is expected to star t spot utility replacement on Monday June 16th, following this street reclaiming is expecting to start June 19th, with curb and gutter install starting July 2nd. Temporary Mailboxes are scheduled to be installed Wednesday June 18th for Neal Ave and Neal Ave Court. Please see map for the location below.
May 29, 2025.
Due to the recent rain events, concrete curb and gutter has been delayed until Monday June 2nd. Residents receiving curb and gutter in front of their house (Mark Avenue N, Mark Ave Ct N, 24th St N, & Mendel Ave N) will have access to their driveway over the weekend (May 29th through June 1st). Please plan to have your cars out of your driveway and onto the street by Monday morning. Monday morning, the contractor will be knocking on doors to verify everyone’s out of their driveway before removing access.
May 16, 2025.
An updated phasing map is added to the website for reference based on the contractor’s revised schedule and construction plan.
Phase 1 has put the first layer of asphalt down and is ready for Xcel Energy to replace gas main and services. Xcel anticipates this work will begin the week of May 19th. Once the gas lines have been fully installed and Xcel is out of the neighborhood, MPM will come back to finish the restoration of the street project and place the last layer of asphalt. Xcel will be restoring any damage to the properties needed for the gas installation.
Reclamation of the streets in Phase 2 is scheduled to start on the 19th of May and is expected to take 5 days. Concrete curb and gutter installation is anticipated to start the following week (May 26th). Advance notification will be provided prior to curb installation via door knocking and hangers verify residents are aware of the curb and gutter installation. On the day of the pour, doors will be knocked on confirming residents have their vehicles out prior to the curb and gutter getting placed. Neighborhood’s getting concrete curb and gutter for phase 2 are Mark Ave N, Mark Ave Ct N, 24th Street N, and Mendel.
Phase 3 is anticipated to start in mid June and construction notices with property impacts and points of contact will be sent out in the next two weeks.
Phase 4 is anticipated to start at the end of July.
Xcel Energy continues gas replacement along Nolan Avenue in Phase 4. Roadwork is scheduled for later this summer.
Repairs or relocation of irrigation systems – May 15, 2025.
Repairs or relocation of irrigation systems within the Right of Way are not within the project scope. For phase 2 neighborhoods such as (but not limited to) Mark Ave N, Mark Ave Court N, 24th Street N, and Mendel Avenue N are getting concrete curb and gutter. Streets with curb and gutter will need systems relocated. Streets not mentioned earlier may be subject to relocation still. The remaining phases are subject this relocation as well. It is the homeowner’s responsibility to determine if the system is within the right of way and if it should be relocated. If there are concerns on if you need to relocate your system, please reach out to Justin Moeller (612-213-7111) to schedule a site visit.
Temporary Mailbox Locations – May 14, 2025.
Temporary Mailbox Locations for 24th and Mendel are on the east side of the project location, across the road from 12527 24th Street N. For the Mark Ave and Mark Ave Ct N are located on the corner of 10thStreet N and Midwest Trail N. For the remaining locations that do not have temporary mailboxes installed yet for phase 2, MPM intends to attempt to work around them. Should that change this map will be updated on the city website and coordinate with residents on an individual basis.

The contractor has indicated they are looking to start construction phase 2 the week of May 12, 2025.
The construction process will start by grinding up the edges of the roadway where the new concrete curb and gutter will be installed. Drain tile and new culvert installation will follow right behind. The contractor will then grind the remaining existing pavement and underlying gravel base together to create a new gravel base. A new layer of asphalt will be placed once the gravel has been shaped and compacted.
The contractor estimates the second phase of construction will take about a month to complete, but schedules may change based on weather conditions and other factors. Access to your home will be maintained for most of the project, but there will be periods when construction equipment will cause delays in getting in and out of your home.
At its April 2, 2025 meeting, West Lakeland Township accepted publicly opened bids and awarded a contract to Minnesota Paving and Materials for the construction of the 2025 Street Improvements Project. The contractor anticipates beginning work in the Omaha, Olene, and Oldridge Avenue neighborhood as early as April 28, 2025, weather permitting. A more detailed construction schedule, including phasing plans for the 2025 season, will be provided following a forthcoming preconstruction meeting.
Xcel Energy will be replacing their gas facilities along Nolan Avenue starting as soon as April 21, 2025. This work is being coordinated ahead of roadway improvements planned in this area.
