Project Overview

SCOPE OF IMPROVEMENTS:

The following streets are programmed in the City’s Street Capital Improvement Program for street and drainage improvements in 2026:

Lake Elmo Heights

  • 26th Street North, Inwood Avenue North to Imperial Avenue North
  • 27th Street North, Inwood Avenue North to Imperial Avenue North
  • Imperial Avenue North
  • Innsdale Avenue North, 27th Avenue North to CDS

Lake Elmo Heights (Access from Stillwater Boulevard)

  • Innsdale Avenue North, Stillwater Boulevard to CDS

Eagle Point Creek Estates

  • Inwood Avenue North, Stillwater Boulevard to CDS

Project plans and specifications have been completed for each roadway listed above and approved by City Council. The proposed project improves the streets through a reclamation and pave project with concrete curb and gutter and storm sewer repairs or extensions as recommended by staff. No street widening or geometric changes are proposed. “No Parking” signage is proposed to be installed in accordance with the City’s Parking Restriction Guidance Policy.

Construction is scheduled to begin in early May 2026.

There is no existing publicly owned sanitary sewer along any of the existing streets, and all areas reside outside of the City’s MUSA boundary. Therefore, no extension of municipal sanitary sewer is planned with this Project.

Properties within the project area are served by existing public watermain that was installed approximately 20 years ago. There is no history of breaks or problems with the in-place system and it is expected that the pipe has adequate service life remaining. No improvements to the system are required at this time.

PROJECT TIMELINE:

  • June 3, 2025 – Council authorizes preparation of Preliminary Design, Geotechnical Services and Feasibility Report.
  • August 21, 2025 – Neighborhood informational meeting on scope of improvements.
  • September 16, 2025 – Presentation of Feasibility Report and Preliminary Design, City Council accepts Feasibility Report and orders Public Hearing on Improvements
  • October 2, 2025 – Neighborhood informational meeting to review improvements and preliminary assessments.
  • October 21, 2025 – Council conducts Public Hearing on improvements and orders Preparation of Final Plans and Specifications
  • January 6, 2026 – Council approves Plans and Specifications and orders Advertisement for Bids.
  • February 5, 2026 – Project Bid Date: Receive contractor bids.
  • February 17, 2026 – Council accepts Bids and awards Contract.
  • April 29, 2026 – Conduct Pre-Construction Meeting and issue Notice to Proceed.
    • October 2, 2026 – Substantial Completion.
    • November 13, 2026 – Final Completion.

The total estimated project cost for the 2026 Street Improvements is $2,392,000. Project cost by neighborhood is outlined below.

All project improvements will be limited to street and drainage improvements. These improvements will be partially assessed against the benefitting properties consistent with the City’s Special Assessment Policy. The preliminary residential unit assessments are outlined below:

Lake Elmo Heights

$15,200 for 40 units

Innsdale Ave N

$6,800 for 7 units

Inwood Ave N

$15,800 for 4 units

$7,900 for 1 unit

PRELIMINARY ASSESSMENTS:

Preliminary assessments have been established in the project feasibility report. The feasibility report has been accepted by the Lake Elmo City Council. A preliminary assessment roll is available at the bottom of this page under “attachments.” Each impacted property is included in the roll. The preliminary assessment amounts are based on estimated project costs and are not final. Once construction is complete for the project, a final assessment hearing will be held and the City Council will consider the adoption of final assessment amounts. Please see the feasibility reports for additional information on assessments.

Project Assessments will be payable over 15 years at an interest rate of 1% over the City’s bond rate.
