Road Closure
The Fremont Ave road closure and detour is active. The Road will remain open to local traffic, though temporary restrictions may occur during active construction. All traffic on Northwood Road should enter and exit the neighborhood from the south to avoid delays and construction activity.
Safety Reminder
Please remain spatially aware and cautious in and around construction areas and equipment. Drive slowly in construction areas, make sure you are visible to equipment operators, and comply with any verbal instructions from workers on-site. Thank you for your patience and understanding during construction!
Island View Road & Island Circle (Reconstruction Areas)
Week of May 25
- The contractor continued installing storm sewer on Island View Road.
- Crews continued installing sanitary sewer and water services on the north end of Island View Road.
- Vehicle access to affected residences on Island View Rd will not be available from 7 a.m. to 7 p.m. during utility work. Utility work will be a moving operation, and crew locations will progress throughout the day. Please park vehicles outside of the project area during construction. Access will be restored by the end of each workday.
Week of June 1
- Early in the week, crews will be potholing (digging small holes to locate underground utilities) between 15906 Island View Rd and 15764 Island View Road (see map below)
- During these activities, all residents on Island Circle and Island View Road south of 15906 Island View Road will need to enter and exit the project area from the south.
- Residents between 15906 Island View Road and 15764 Island View Road will not have access to driveways during the workday, from 7 a.m. to 7 p.m.
- Please park vehicles on the north end of Island View Road outside of the reconstruction area, and abide by any “No Parking” signs.
Island View Circle (Reconstruction Area)
Week of May 25
- No major construction work occurred this week on Island View Circle.
- Vehicle access will be available while no construction work is occurring.
Week of June 1
- Crews will be resuming underground utility work on Island View Circle next week, starting Monday. Vehicle access will not be available for residences on Island View Cir during the workday, from 7 a.m. to 7 p.m.
- Please park vehicles outside of the project area during construction. Island View Cir residents are encouraged to park along Northwood Rd NW near the intersection with Island View Rd.
- Parking availability is expected to increase as work progresses on Island View Rd.
- Residents with vehicles parked inside the vehicle access closure area will be allowed to park on-street just west of 3715 Island View Cir, to reduce walking distance to cars parked outside of the closure area.
- Residents should park all vehicles on the north side of Island View Cir, and maintain space for others to drive in the area.
- Residents may use golf carts, bikes, or other small personal vehicles to reduce walking distance to vehicles parked outside the work area.
- Vehicle access will be restored by 7 p.m. on work days and all day on weekends.

- Texas underseal (a layer of oil sealant and pea gravel) was installed on Tuesday, May 26 in preparation for wear course paving.
- Wear course pavement was installed on Tahinka Ct, Tahinka Pl, Knollridge Ct, and Hawk Ridge Ct on Wednesday, May 27.
- Wear course paving finished today, (Thursday, May 28) with Knollridge Drive, Hawk Ridge Road, and Linden Cir.
Week of June 1
- No substantial work is anticipated in mill and overlay areas this week.
Access, Parking & Deliveries
- Access to homes will be maintained whenever possible.
- When driveways are impacted, crews will coordinate directly with residents. Please look for notices delivered to your door.
- If access is temporarily unavailable, residents will be asked to park on adjacent streets during work hours. This will be communicated in advance. Onsite project staff will be available to assist where possible.
- Temporary mailboxes for impacted properties have been coordinated with USPS.
- For residences on Island View Rd NW north of the Island Cir Intersection: Temporary mailbox hub located at the corner of 15645 Fremont Avenue NW

- No on-street parking will be allowed starting at 7:00 a.m. on Mill and Overlay streets. Affected residences have been notified.
- Loose pea gravel will remain over the weekend, and will be swept up early next week prior to paving operations. Please drive slowly in work areas.

- One crew began watermain work starting at the Island Cir intersection and moving north.

Fremont Avenue (Reclaim and Mill & Overlay Areas)
Week of April 27
- Crews began reclaiming 8 feet of pavement on the west side of Fremont Avenue on April 30. Curb and driveway removals and stripping topsoil will follow reclamation work. Driveways will be ramped to provide access until the contractor completes concrete work in the future.
- If you have any private features or landscaping in the public right-of-way that you would like to save, please salvage these items.
- MVEC continued installing a new electric utility line along Fremont Ave from CR 82 going south and continuing along Northwood Road.
- Residences on the west side of Fremont Avenue will be switched temporary mailboxes starting April 30.
- Impacted residences will be notified of the relocated mailbox and service transition. Please regularly check front doors for door hangers with more information.
- For residences north of Crystal Cir (15616 to 15710): Temporary mailbox hub located at the end of the cul-de-sac on Crystal Cir NW.

Road Closure
- The Fremont Ave road closure and detour is active. The Road will remain open to local traffic, though temporary restrictions may occur during active construction. Other streets will be closed as construction progresses to those areas, as noted below. Your access may need to change from day to day, including coming from the opposite direction. All traffic on Northwood Road should enter and exit the neighborhood from the south to avoid delays and construction activity.
Island View Road & Island Circle (Reconstruction Areas)
Week of April 20
- Additional tree removals were completed.
- Pavement reclaiming was completed in reconstruction areas. The contractor has graded the area to provide vehicle access.
- Curb and topsoil removals were completed.
- The contractor has set up temporary water system in anticipation of connecting residences to temporary water next week, which is required for watermain work. PVC piping was laid in boulevards, and temporary piping will be trenched through driveways to maintain access for homeowners.

Week of April 27
- A temporary water shutoff will occur on Monday, April 27 at 9 a.m. to perform work necessary to connect affected residences to temporary water and begin watermain utility work. Affected residences will be notified prior to the water shutoff with a notice at your door.
- Water is expected to be back on by early to mid-afternoon for residences not connected to temporary water.
- The contractor will begin connecting temporary water at residences as early as 7 a.m. on Monday, a notice will be provided at your door if your residence is affected.
- There will be no access between the Northwood Road/Island View Road intersection and 15757 Island View Road starting at 8 a.m. on April 27, access will be restored by the end of the day. Access will be limited during working hours for the remainder of the week.
- The contractor will begin watermain and sanitary sewer work.

Construction for the Northwood Road Area Street & Utility Improvements Phase 1 project will begin soon. This email provides an overview of the anticipated schedule by work area, what to expect during construction, and how we will communicate with you throughout the project.
Anticipated Construction Schedule
Construction is expected to continue through fall 2026, with work progressing in phases and moving block by block to minimize impacts when possible. Please note that schedules are weather-dependent and may shift depending on construction scheduling, especially the reclamation and mill & overlay streets. Stay tuned for weekly updates that will detail scheduling updates once construction is underway.
Tree Clearing: Late March 2026
- Tree clearing was completed along the west side of Fremont Avenue for new sidewalk construction and select individual trees along Island View Road and Island View Circle that will be in conflict with utility construction (including utility services to homes).
- Additional individual tree removals may be required in the reconstruction areas during utility construction, depending on actual impacts. Tree removals will be avoided when possible.

What to Expect During Construction
You may notice the following activities as work progresses:
- Private utility work ahead of street construction by Communications, Gas, and Electric companies, including:
- CenterPoint gas facility replacements along Island View Road and Linden Circle
- MVEC electric line replacement along Northwood Road and Fremont Avenue
- Utility locate markings (colored flags and paint marks)
- Survey and construction staking in yards (wooden lath)
- Temporary water systems during watermain replacement in reconstruction areas (a notice will be delivered to your door if this applies to your property to have your temporary water service hooked up to your home)
- Noise, vibration, dust, and construction equipment in the area
- Crews working block by block with changing access
Access, Parking & Deliveries
- Access to homes will be maintained whenever possible, though temporary restrictions may occur during active construction. Your access route may need to change from day to day, including coming from the opposite direction.
- When driveways are impacted, crews will coordinate directly with residents. Please look for notices delivered to your door.
- Island View Circle will experience the most significant access limitations due to it being one way in/out.
- Crews will work to provide a temporary bypass access road whenever possible. However, limited public right-of-way and deep utility work may limit this possibility at times.
- If access is temporarily unavailable, residents will be asked to park on adjacent streets during work hours. This will be communicated in advance. Onsite project staff will be available to assist where possible.
- During major construction operations, residents are encouraged to schedule package delivery for pickup at a local carrier hub, if possible.
Mail, Trash & Recycling
- Temporary mailboxes will be installed to serve Island View Road, Island Circle, Island View Circle, and Fremont Avenue when needed.
- It is possible that USPS requires temporary mailboxes for more streets than are identified above.
- You will receive advance notice before mail service is relocated along with the location of the temporary mailbox bank. This will be coordinated directly with the USPS postmaster who will identify the temporary mailbox bank location.
- Your existing mailbox will be removed/salvaged, if possible, and then reinstalled at the conclusion of construction.
- Trash and recycling service will continue as normal.
- Please place bins as directed; crews will relocate them for pickup by the garbage haulers, if necessary.
Irrigation and Dog Fencing
- Irrigation systems and dog fences impacted by construction will be repaired.
- Please mark sprinkler heads and invisible dog fences in advance of construction on your street, if possible. This will help crews identify damage requiring repairs.
- Any damage will be documented and restored by the contractor during boulevard restorations. We encourage residents to notify the project team of damage to your facilities by sending an email to the project email address (below) to ensure it is included on our repairs tracking list.
