Eagle Ridge Drive W Area, 7TH Avenue NW Area, & 21ST Avenue SW Area
Proposed Improvements
The City of Willmar is planning to improve the Eagle Ridge Drive W Area, 7TH Avenue NW Area, & 21ST Avenue SW Area.
Improvements include:
- Asphalt surfacing
- Concrete curb and gutter spot repair
A construction newsletter has been distributed to all residents within the project area. This newsletter outlines the general sequence of construction and provides estimated timeframes for each phase. Moving forward, all project updates will be posted on the project website and distributed electronically to subscribers via email and text message.

Phase 1 – Eagle Ridge Drive West Area (Full Depth Reclamation)
Week of August 29, 2025
- Concrete cure
Week of September 2, 2025
- No work on Labor Day (September 1)
- Final grading of the street base in preparation for asphalt pavement
Week of September 8, 2025
- Install asphalt base course
- Topsoil backfill
- Seeding/Mulching
- Raise castings in street
Week of September 15, 2025
- Install asphalt top course
Phase 2 – Fairway Drive (Mill & Overlay)
Week of September 2, 2025
- No work on Labor Day (September 1)
- Mill street pavement
- Asphalt patching
- Topsoil backfill
- Seeding/Mulching
Phase 3 – 8th Avenue NW & 29th Street NW
Week of September 8, 2025
- Reclamation of existing pavement and gravel base
- Salvage reclaim material and excavate subgrade
Week of September 15, 2025
- Install salvaged reclaim material
- Concrete spot removals
- Concrete spot replacement (7-day cure time)
Phase 4 – 7th Avenue NW
Week of September 8, 2025
- Installation of temporary access road
- 7th Avenue NW will be closed to traffic during construction and a temporary gravel road will be constructed connecting 33rd Street NW to Regency Mobile Home Park. See 7th Avenue NW Temporary Access note below.
- Reclamation of existing pavement and gravel base
- Salvage reclaim material and excavate subgrade
Week of September 15, 2025
- Install salvaged reclaim material
- Concrete spot removals
- Concrete spot replacement (7-day cure time)
Phase 5 – 20th Avenue SW, 21st Avenue SW, 24th Street SW
- Construction is anticipated to start late September. Additional updates will be provided as we approach that time frame.
Phase 6 – 21st Avenue SW, 22nd Street SW
- Construction is anticipated to start late September. Additional updates will be provided as we approach that time frame.
New Concrete Notice
Please avoid driving on newly poured concrete curbs and driveways for at least 7 days to allow proper curing and strength development.
7th Avenue NW Temporary Access
Since 7th Avenue NW provides the only access to County Road 5 from the 33rd Street NW development and Valleyside Townhomes, the City has provided a temporary access road through Valleyside Townhomes and the Regency Mobile Home Park properties. Prior to construction operations on 7th Avenue NW, detour signage will be installed to help drivers navigate to County Road 5 through the temporary access road. Please refer to the 7th Avenue NW Area phasing figure for a visual aid.
