Eagle Ridge Drive W Area, 7TH Avenue NW Area, & 21ST Avenue SW Area
Proposed Improvements
The City of Willmar is planning to improve the Eagle Ridge Drive W Area, 7TH Avenue NW Area, & 21ST Avenue SW Area.
Improvements include:
- Asphalt surfacing
- Concrete curb and gutter spot repair
A construction newsletter has been distributed to all residents within the project area. This newsletter outlines the general sequence of construction and provides estimated timeframes for each phase. Moving forward, all project updates will be posted on the project website and distributed electronically to subscribers via email and text message.

Construction Updates
November 7, 2025
The Contractor’s anticipated schedule for the next two weeks is provided below. As always, this schedule is subject to change based on weather conditions.
Phase 1 – Eagle Ridge Drive West Area (Full Depth Reclamation)
- Phase 1 is substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. - With winter fast approaching please refer to the Winter Concrete Care Guide for best practices to maintain and protect your new concrete this winter.
Phase 2 – Fairway Drive NE (Mill & Overlay)
- Phase 2 is substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. If there are any items that you believe need to be addressed prior to the completion of the project, please contact Nate Thein at the contact information provided.
- With winter fast approaching please refer to the Winter Concrete Care Guide for best practices to maintain and protect your new concrete this winter.
Phase 3 – 29th Street NW (Full Depth Reclamation)
Week of November 10
- Raise manholes
- Pave the final lift of asphalt pavement, weather permitting
Week of November 17
- Phase 3 is anticipated to be substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. Phase 4 – 7th Avenue NW (Full Depth Reclamation)
- Construction on 7th Avenue NW is complete and is open to traffic. The temporary access road has been removed and should no longer be used.
- Phase 4 is substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. Phase 5 – 24th Street SW 20th & 21st Avenue SW (Full Depth Reclamation)
Week of November 10
- Pave the first lift of asphalt pavement
- Raise manholes and gate valves
- Pave the final lift of asphalt pavement, weather permitting
Week of November 17
- Phase 5 is anticipated to be substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. Phase 6 – 21st Avenue SW & 22nd Street SW (Mill & Overlay)
Week of November 10
- Mill the existing top course of street pavement
- Raise manholes and gate valves
- Replace the top course of asphalt pavement, weather permitting
Week of November 17
- Phase 6 is anticipated to be substantially completed. Moving forward the contractor will intermittently complete punch list items. Turf restoration and concrete warranty will be evaluated in spring of 2026. Additional Notes
Winter Concrete Care
Please refer to the Winter Concrete Care Guide for snow removal best practices to prevent damage to the new concrete.
Turf Establishment Care
To give your grass the best opportunity to flourish please consider the following:
- Do not water the grass until spring 2026.
- Do not rake the hydromulch up. It contains seed & fertilizer. The hydromulch will naturally decompose.
- Do not add any chemicals/fertilizers to the newly seeded area. We have already added fertilizer and pre-emergent weed killer. Adding more can potentially burn the new grass seed.
- Avoid foot traffic on newly seeded areas.
- All newly seeded areas for this project will be re-evaluated in the spring of 2026 for warranty work.
New Concrete Notice
Please avoid driving on newly poured concrete curbs and driveways for at least 7 days to allow proper curing and strength development.
