Proposed Improvements
The City of Willmar is planning to improve the Eagle Ridge Drive W Area, 7TH Avenue NW Area, & 21ST Avenue SW Area.
Improvements include:
- Asphalt surfacing
- Concrete curb and gutter spot repair
A construction newsletter has been distributed to all residents within the project area. This newsletter outlines the general sequence of construction and provides estimated timeframes for each phase. Moving forward, all project updates will be posted on the project website and distributed electronically to subscribers via email and text message.

Construction Updates
July 7, 2025
Construction activities for the West Street Improvement Project have been delayed due to inclement weather, and the Contractor is now scheduled to begin operations in the Eagle Ridge Drive West (Phase 1) area starting July 18th, 2025.
The Contractor’s anticipated schedule for the three weeks following July 18, 2025 is as follows:
Phase 1 – Eagle Ridge Drive West Area (Full Depth Reclamation)
Friday July 18, 2025
- Install traffic control devices
- Install erosion control devices
- Concrete/asphalt sawing in preparation for removals
Week of July 21, 2025
- Reclaim operations to grind the pavement and underlying gravel base
- Salvage reclaim material, excavate subgrade
- Install salvage reclaim
Week of July 28, 2025
- Salvage reclaim material, excavate subgrade (continued)
- Install salvage reclaim (continued)
Week of August 4, 2025
- Salvage reclaim material, excavate subgrade (complete)
- Install salvage reclaim (complete)
- Concrete removals
- Storm sewer spot repair on Eagle Ridge Drive West
- Concrete Spot Placement (7 day cure time)
Phase 2 – Fairway Drive (Mill & Overlay)
Friday July 18, 2025
- Install traffic control devices

- Concrete/asphalt sawing in preparation for removals
