Project Overview
The general contractor for the 2023 Pavement Management Project is Minnesota Paving and Materials. Construction has begun on the project. This project includes approximately 6 miles of streets within the Thompson Grove Estates neighborhood. Due to the nature of the construction, the project will be constructed in multiple phases to ensure access to residents is maintained.
Project Schedule:
- Phase 1: Mid-May – Mid-June
- Phase 2: June – July
- Phase 3: July – August
Street construction is weather dependent; therefore, the schedule is subject to change. There will be ongoing communication providing project schedule updates.
Safety is the highest priority of everyone involved in this project. While the contractor will do their best to provide warning signs, barricades, and observation within the project areas, we do ask that you remind children to stay clear of the construction site and equipment.

Phase 1
Anticipated work for September and October:
- Finish Hydrant reconditioning and miscellaneous utility structure work
- Final clean-up and restoration touch up work

Final lift of pavement for all phases will not occur until mid August. Notices will be delivered 2 weeks prior to paving.
Type of Construction
Full Pavement Replacement with Spot Curb Replacement
The project involves the removal and replacement of the asphalt pavement and the spot replacement of the concrete curb and gutter. Minor utility repairs will be performed as needed on watermain, sanitary sewer, storm sewer, and streetlights.
