Project Overview

Scope of Improvements

The following streets are programmed in the City’s Street Capital Improvement Program for street and drainage improvements in 2025:

  • 59th Street Circle North, from Keats Avenue through the dead end loop (Prairie Hamlet);
  • 55th Street North, from 57th Street to the north cul-de-sac (Judith Mary Manor);
  • 57th Street North, from 55th Street to Julep Way North (Rolling Hills Estates);
  • Julep Way North, from 57th Street to the south cul-de-sac (Lake Elmo Vista);
  • 55th Street North, from Keats Avenue to the west cul-de-sac (Lake Elmo Vista);
  • Jasper Avenue North, from Jane Road to the north cul-de-sac, 49th Street North, from Jasper Avenue to Jerome Avenue, and Jerome Avenue North, from 49th Street to the east cul-de-sac (Teal Pass Estates); and
  • Irish Court North, from Lake Jane Trail to south end cul-de-sac

Project plans and specifications have been completed for each roadway listed above and approved by City Council. The proposed project improves the streets through a reclamation and pave project with concrete curb and gutter and storm sewer repairs or extensions as recommended by staff.

During the design phase, watermain extensions were evaluated and costs presented to three areas included in the project scope. The feasibility, impact, and estimated costs were presented to the property owners and council and extension of watermain was eliminated from the project scope due to high costs and assessments. There is no existing publicly owned sanitary sewer along any of the existing streets, and all areas reside outside of the City’s MUSA boundary. Therefore, no extension of municipal sanitary sewer is planned with this Project.

Timeline

September 17, 2024 – Council authorizes preparation of Preliminary Design, Geotechnical Services and Feasibility Report.

January 28 & 29, 2025 – Neighborhood informational meeting(s) on scope of improvements.

February 18, 2025 – Presentation of Preliminary Design Findings and Recommendations. Authorize preparation of Plans and Specifications.

March 18, 2025 – Council accepts the Feasibility Report and Calls for Public Hearing. Council approves Plans and Specifications and orders Advertisement for Bids.

April 22, 2025 – Project Bid Date: Receive contractor bids.

April 24, 2025 – Neighborhood informational meeting(s) on Preliminary Assessments.
May 6, 2025 – Public Improvement Hearing. Council Orders the Improvement (4/5th Vote). Council accepts Bids and awards Contract.

May, 2025 – Conduct Pre-Construction Meeting and issue Notice to Proceed.

  • September 12, 2025 – Substantial Completion.
  • October 31, 2025 – Final Completion.

Project Funding

The total estimated project cost for the 2025 Street Improvements is $2,609,000. Project cost by neighborhood is outlined below.

59th Street Circle N (Prairie Hamlet) $437,000
55th Street N / 57th Street N / Julep Way N $757,000
55th Street N (Lake Elmo Vista) $408,000
Teal Pass Estates $759,000
Irish Court N $248,000

All project improvements will be limited to street and drainage improvements. These improvements will be partially assessed against the benefitting properties consistent with the City’s Special Assessment Policy. The preliminary residential unit assessments are outlined below.

59th Street Circle N (Prairie Hamlet)

$7,750 for 17 units

55th Street N / 57th Street N / Julep Way N

$14,200 for 16 units

55th Street N (Lake Elmo Vista)

$22,300 for 5 units

$11,150 for 1 unit (corner lot)

Teal Pass Estates

$17,500 for 13 units

Irish Court N

$10,700 for 7 units

Preliminary Assessments

Preliminary assessments have been established in the neighborhood feasibility reports. Each feasibility report has been accepted by the Lake Elmo City Council. Preliminary assessment rolls are available at the bottom of this page under “attachments.” Each impacted property is included in the roll. The preliminary assessment amounts are based on estimated project costs and are not final. Once construction is complete for the project, a final assessment hearing will be held and the City Council will consider the adoption of final assessment amounts. Please see the feasibility reports for additional information on assessments.

Project Assessments will be payable over 15 years at an interest rate of 1% over the City’s bond rate.
