Project Updates – Sept. 5, 2025

Completed work

Poured sidewalk concrete on Olive Street and 2nd Street in Stage 3.
Began excavating and placing gravel in the alley between Olive Street and Elm Street.
Continued preparation work to remove all utility lines from the poles on Olive Street. Once all lines have been cleared, the poles will be taken down.
- Properties affected by this work will receive detailed notifications in advance. During the workday, best efforts will be made to accommodate regular access as much as possible.

Upcoming work

Finish excavating and placing gravel in the alley between Olive Street and Elm Street and begin gutter installation.
Finish paving driveways in Stage 3
Begin restoration work (placing topsoil and sod) throughout the project area.
- Property owners will receive care instructions for the new sod when installed.

Completed work

Paved:
- Olive Street from 1st Street to 2nd Street
- 2nd Street from Elm Street to the dead end
Installed storm sewer from the alley between Olive Street and Elm Street and into Elm Street for future project connections.
Continued preparation work to remove all utility lines from the poles on Olive Street. Once all lines have been cleared, the poles will be taken down.

Aug. 22, 2025

Completed work

Poured Stage 3 concrete curb on Olive Street & 2nd Street.
Began preparation work for Stage 3 sidewalks.

Upcoming work

Begin installing storm sewer on Monday, Aug. 25 from the alley between Olive Street and Elm Street and into Elm Street for future project connections.
- Elm Street will be closed to through traffic and will be reopened by the end of the day.
Continue preparing for Stage 3 sidewalk work.
Prepare the Stage 3 gravel road base and begin initial paving work on Olive Street from 1st Street to 2nd Street and 2nd Street from Elm Street to the dead end.
- During this work the following areas will be closed:
  - Olive Street from 1st Street to 2nd Street
  - 2nd Street from Elm Street to the dead end
  - 1st Street / Olive Street intersection
- The 1st Street / Olive Street intersection will reopen after work is completed.

Phase 4 Update – Aug. 20, 2025

The City Council accepted the feasibility study and called the improvement hearing for the Phase 4 project (shown in pink in the above map). This improvement hearing will be held on Monday, Sept. 15, at City Hall. Property owners impacted by this project will also receive a notice in the mail for this upcoming meeting. The tentative schedule for this final phase of reconstruction in the downtown area is:

Final design: winter 2025/26
Select a contractor: spring 2026
Construction: summer through fall 2026

Aug. 15, 2025

Completed work

Continued Stage 3 storm water installation on Olive Street and and in the alley between Olive Street and Elm Street.
Continued Stage 3 road excavation on 2nd Street and Olive Street.
Installed drain tile, irrigation and electrical conduits on 2nd Street and Olive Street.
Completed Stage 3 light pole and banner pole base work.
Continued to remove all overhead power lines in order to remove the poles.

Upcoming work

Pour Stage 3 concrete curb on 2nd Street and Olive Street.
- Adjacent property owners will be notified of when concrete will be placed in front of their business.
- After the concrete curb is complete the contractor will begin preparing for sidewalk construction throughout Stage 3.
Remove overhead power lines and poles.
- Affected properties will be notified with specifics.
- During the workday, best efforts will be made to accommodate regular access as much as possible.

Aug. 8, 2025

Completed work

Continued Stage 3 utility work (water main, sanitary sewer installation) on Olive Street and 2nd Street.
Began road excavation on 2nd Street west of Olive Street in Stage 3.
Began Stage 3 light pole base construction.
Took overhead power lines offline and prepared to remove the utility poles and lines. Once all lines are cleared, the poles will be taken down.

Continue Stage 3 light pole and banner pole base work.
Continue road excavation on 2nd Street west of Olive Street.
Install drain tile, irrigation and electrical conduits on 2nd Street west of Olive Street in Stage 3.
Begin storm sewer installation in the alley between Olive Street and Elm Street.
Remove overhead power poles.
- Affected properties will be notified with specifics.
- During the workday, best efforts will be made to accommodate regular access as much as possible.

August 1, 2025

Completed work

Continued Stage 2 restoration work.
Continued preparation work for burying overhead utilities on Olive Street with placement of the transformer and removal of overhead utilities.

Continued preparation work for burying overhead utilities on Olive Street with placement of the transformer and removal of overhead utilities.
