Project Updates – June 3, 2025

Upcoming road closure and parking changes
Crews will begin Stage 2 work on Wednesday, June 4. Planned activities include installing erosion control measures, lowering utility castings, and setting up traffic control. The intersection of Olive Street and 1st Street will be partially closed on Wednesday. Only traffic traveling westbound on 1st Street and turning north onto Olive Street will be permitted during this time.
On Thursday, crews will close access to Stage 2 and begin reclaiming Olive Street between 1st Street and the north side of the alley. As part of this stage, parking changes will also take effect on Thursday along 1st Street (between Olive Street and Elm Street):
- Parking on the north side of 1st Street will be converted from angled to 90-degree stalls.
- No parking will be allowed on the south side of 1st Street for the duration of Stage 2 work.
Follow the project detour route to access the designated business parking areas.

Completed work
- Began constructing the new road and installing utilities in Stage 1.
- Began removing the water treatment tank in the alley between Olive Street and Elm Street.
Upcoming work
- Tomorrow, Saturday, May 31, crews will pour concrete curb in Stage 1.
- Begin preparing for sidewalk construction in Stage 1.
- Finish removing the water treatment tank in the alley between Olive Street and Elm Street.
- Begin excavation work for the storm water treatment tank.
- During this work the alley between Olive Street and Elm Street will be closed.
- Install erosion control and traffic control in Stage 2.
- Begin reclaiming the roadway in Stage 2.
May 23, 2025
Completed work
- Storm sewer and light pole bases were installed in Stage 1.
- Final layer of asphalt was paved in the alleys between Elm Street and Spruce Street.
- Sidewalk removals began in Stage 1.
- During this work, access to front doors will be limited. Sidewalks will remain gravel or mats until new concrete is placed.
Upcoming work
- Removal of the water treatment tank in the alley between Olive Street and Elm Street.
- Street excavation and utility installation work will begin.
May 16, 2025
Completed work
- Sanitary sewer and water main work in Stage 1 was completed.
- Storm sewer was installed in the west half of Stage 1 (Maple Street to Vine Street).
Upcoming work
- Remaining storm sewer work in Stage 1 will be completed.
- Sidewalk concrete will be removed on 1st Street.
- During this work, access to front doors will be limited. Sidewalks will remain gravel until new concrete is placed.
- Following sidewalk removals, roadway excavation work will begin.
May 9, 2025
Completed work
- Sanitary sewer and water main work continued in Stage 1.
- Paving work occurred in the alleys between Elm Street and Spruce Street.
- Xcel Energy installed a new service line under the alley between Olive Street and Elm Street in preparation of utility pole relocations.
Upcoming work
- Utility work will continue in Stage 1.
- Storm sewer work will begin in Stage 1.
- Restoration work in the alleys between Elm Street and Spruce Street will begin.
- Utility pole relocations will begin.
- Temporary water shutoffs may be required to connect properties to the existing water system. Affected properties will be notified prior to this work. During the workday, crews will do their best to accommodate regular access as much as possible.
May 2, 2025
Completed work
- Sanitary sewer and water main work continued in Stage 1.
- Pavement removals in the alleys between Elm Street and Spruce Street began.
Upcoming work
- Utility work will continue in Stage 1.
- Excavate and rebuild the alleys between Elm Street and Spruce Street.
- Restoration work will occur once the alleys have been paved.
- Xcel Energy will drill in a new service line under the alley between Olive Street and Elm Street in preparation for utility pole relocations.
April 25, 2025
Stage 1 construction has begun. Crews set up traffic control, erosion control, removed pavement and curb and began sanitary sewer work. Next week, crews will continue working on sanitary sewer and water main.
To maintain water service during the water main work, buildings will be connected to a temporary water system. A brief water shut-off will be necessary to complete the connection. Notifications will be sent to impacted properties prior to water shutoffs.
April 14, 2025
Phase 1 construction (1st Street from Maple Street to Olive Street) will start early in the week of April 21. Crews will set up traffic and erosion controls and begin removing the roadway pavement in preparation for utility installation. Once utility installations are complete, roadway and sidewalk construction will begin.
Impacts and access
During construction, access to front entrances of downtown buildings may be limited at times. There may also be increased dust and noise in the area. We apologize for any inconvenience and appreciate your understanding as we work to improve downtown.
Construction updates such as this one will be sent regularly and will be available on our website, social media and community newsletters.
