Construction updates

November 8, 2023

On Wednesday, November 15th, the City’s contractor will be applying a protective coating to the new blacktop pavement on North 7th Street. They will do half the road at a time so it can remain open to traffic. The work is expected to take most of the day. This work is weather dependent and may be advanced or delayed depending on the conditions of the day. Please take alternate routes while this work is being performed.

November 3, 2023

**Construction is done for this season! This is the last weekly update for 2023.**

Week of October 30:

  • All Phases: The Contractor finished raising the manhole lids. They have some miscellaneous items related to this work to complete that will occur in the next week.
  • Project Notes:
  • Traffic control signage will be removed today or early next week.
  • We are creating a “to-do” list called a punchlist for the Contractor that highlights necessary repairs, clean-up, etc.
    • Concrete cracks are common on punchlists. We have already identified some cracks and are watching for more cracks over the winter. Cracked concrete will be replaced next year.
    • Next spring we’ll review the health of the sod and trees. If you have any dead sod or a dead tree in front of your property, please reach out to Rob Coughlin.

Work related to the punchlist (mentioned above) will occur in the spring. We’ll resume the weekly updates as we get closer to spring work and through the completion of that work.

Week of October 23:

  • All Phases: The Contractor worked on raising manhole lids. This work was delayed due to weather.
  • Week of October 30:
  • All Phases: The Contractor plans to continue raising manhole lids.
    • The Contractor will place cones at each manhole location to identify where the work is occurring. The manholes are scattered along the project (not uniformly located along the road).
    • Please note that access along 7th Street may be difficult while this work is being performed based on the equipment and space needed to do the work. We ask that you seek alternate routes if possible.

Project Notes:

  • Once the manhole lids are raised, the project will be substantially complete meaning the bulk of the project is done.
  • We’ll create a list called a punchlist for the Contractor that highlights necessary repairs, clean-up, etc.

  • All Phases: The Contactor finished the sod and tree planting.
  • All Phases: The Contractor paved the top (final) layer of blacktop on 7th
  • Week of October 23:
  • All Phases: Miscellaneous clean-up and removal of the traffic control signage.
  • All Phases: The Contractor plans to raise all manhole lids (used for access) to the surface on Monday, October 23rd.

  • All Phases: The Contractor continued planting trees and installing mulch.
  • All Phases: The Contractor paved the second layer of blacktop on 7th
  • All Phases: The Contractor began raising the metal water valve accesses for final paving.
  • Week of October 16:
  • All Phases: On Monday, October 16th:
    • The Contactor will finish with the sod and tree planting.
    • The Contractor plans to finish paving the blacktop driveways.
  • All Phases: The Contractor plans to pave the top (final) layer of blacktop on 7th Street on Tuesday, October 17th.
    • Traffic will be limited on 7th Street during the paving. Please find alternate routes while the paving is occurring.
    • The side street access points will be completely blocked with the exemption of Willers Court.
  • All Phases: The Contractor plans to raise all manhole lids (used for access) to the surface on Wednesday, October 18th.
    • The Contractor will place cones at each manhole location to identify where the work is occurring. The manholes are scattered along the project (not uniformly located along the road).

Project Notes:

  • The Contractor currently is not planning to work on Saturday, October 14th. However, the paving schedule might be advanced. The paving scheduled and related decisions are day-to-day and subject to change at a moment’s notice. We appreciate your understanding and flexibility as the Contractor works to complete the project next week.

 

October 5, 2023

Week of October 2:

  • All Phases: The Contractor continued placing sod and planting trees. They hope to complete the sod work by the end of the day tomorrow (Friday, October 6th).
  • All Phases: The Contractor began paving the blacktop driveways.
  • All Phases: The Contractor plans to pave the next blacktop layer on 7th Street tomorrow (Friday, October 6th). They may need to finish this paving next week if it isn’t completed tomorrow.
  • Week of October 9:
  • All Phases: The Contractor will continue planting trees and start installing mulch around the tree bases.
  • All Phases: The Contractor will raise the metal water valve accesses for final paving.

Guidance for New Sod:

The Contractor will install and fertilize the sod as well as water it for 30-days. Please do not attempt to mow the new sod during the first three weeks after installation and while the root system is establishing. Further, do not fertilize the new sod this fall. Weed and feed treatments may begin in the spring. When you do mow the new sod, the mower deck should be at the highest setting until the root system is fully established. Root system establishment can be checked by grabbing an edge and lightly pulling upward. If you notice any sod that pulls up or is loose, do not mow it and please contact Rob Coughlin to report the sod condition. The City is asking that each property owner supplement watering in the first 30-days as needed. We are in the prime turf establishment window so supplemental watering may not be necessary with regular contractor watering.

  • All Phases: No work occurred Monday through Thursday due to rain and wet conditions.
  • All Phases: The Contractor continued placing sod on Friday.
  • Week of October 2:
  • All Phases: The Contractor will continue placing sod and start planting trees.

September 22, 2023

Week of September 18:

  • All Phases: The Contractor continued grading the boulevards and placing sod.
  • Week of September 25:
  • All Phases: The Contractor plans to pave driveways that had blacktop prior to the project starting.
  • All Phases: The Contractor will continue grading the boulevards and placing sod.

  • All Phases: The Contractor will continue placing sod.

September 8, 2023

Week of September 4:

  • Phase 1 & 3: The Contractor opened all driveways.
  • All Phases: The Contractor restored gravel driveways.
  • Phase 2: The Contractor cleaned out the boulevards and behind the curbs.
  • The contractor Installed topsoil in Phase 2 and a portion of Phase 1.
  • Week of September 11:
  • Phase 1 & 3: The Contractor will continue to clean out the boulevards and behind the curbs.
  • Phase 1 & 3: The contractor will continue to install topsoil.
  • All Phases: The contractor will begin landscaping with the placement of sod and tree planting in all phases.

Project Notes:

  • The entire roadway will have three layers of blacktop to make up the full 5-inches of pavement thickness. The Contractor will pave the first two layers incrementally and the final “top” layer all at once. The entire paving operation will be spread out over the remainder of the project.

August 31, 2023

Week of August 28:

  • Phase 1 & 3: The Contractor continued working on building the concrete trail and driveways.
  • Phase 1 & 3: The Contractor started grading the gravel roadway in preparation for blacktop paving.
  • Phase 1 & 3: The Contractor intends to pave the first layer of blacktop on Friday, September 1st. This is still subject to change.
  • Week of September 4:
  • Phase 1 & 3: If blacktop paving doesn’t occur on Friday, September 1st, the intention is to do the work this week.
  • All Phases: The Contractor plans to start working on boulevard restoration possibly toward the end of the week.

Project Notes:

    • This work is anticipated to last three days (finishing on Monday, August 28th).
    • The project will be very busy and congested while the balance of the trail and driveways are being constructed.
    • Please note that access will be difficult while concrete work is being performed.
    • Please seek alternate routes if you see concrete trucks and concrete workers.
  • Week of August 28:
  • Phase 1 & 3: The Contractor’s current plan includes grading the roadway gravel early in the week and paving the bottom layer of blacktop toward the end of the week.

August 11, 2023

Week of August 7:

  • Phase 1 & 3 – The Contractor constructed most of the curb on both phases. Some curb at the Willers Court intersection was intentionally left out to keep the temporary road for the townhomes accessible.
  • Phase 2 – The Contractor paved the first layer of blacktop.

Week of August 14:

  • There are no planned construction activities for this week.
    • We are working with the contractor and material testing engineer to see if we can open up some of the business driveways as early as possible without damaging the new curb. This will be day to day.
    • As soon as the curb is stable enough, the contractor will put some gravel in place so vehicles can access the driveway temporarily until the concrete driveway is constructed. At that time, we’ll do the same thing and monitor the concrete strength and open the driveway as soon as the concrete is stable enough to handle traffic.

  • Phase 3 – The Contractor finished the road construction to Goodhue County Road 5.
  • Phase 3 – The Contractor continues to work on the trail construction.

Week of August 7:

  • Phase 2: The Contractor is planning to start blacktop paving on Monday, August 7th.
    • Please note that access will be difficult while blacktop paving work is being performed. Please seek alternate routes if you see a blacktop paving crew.
  • Phase 1 & 3: The Contractor is planning to construct the curb starting on Thursday, August 10th. Note – We anticipate that the curb work will cover both phases and span the entire day and possibly into Friday. Please plan access needs accordingly.
    • The temporary access road for the townhomes will remain in use and will not be blocked while the curb work is being done.
    • Please note that access will be difficult while concrete work is being performed. Please seek alternate routes if you see concrete trucks and concrete workers.

July 28, 2023

Week of July 24:

  • Phase 1B – The Contractor finished the road construction working south of Garden Street.
  • Phase 1B & 2 – The Contractor finished the trail construction between Harrison Street and Willers Court.
  • Phase 3A – The Contractor began road construction working north of Willers Court.
  • All storm sewer piping on the project has been completed.

Week of July 31:

  • Phase 3A & 3B– The Contractor will continue road construction working north of Willers Court.
  • Phase 2 – The Contractor’s tentative schedule has blacktop paving starting mid-week and weather permitting. This was revised due to weather and scheduling (see project notes below).

Project Notes:

  • The Contractor has a safety policy to protect their employees from heat related illnesses. The safety policy was enforced this week with the heat index in the 90s explaining why construction slowed down on some of the afternoons. This also explains why blacktop paving in Phase 2 won’t occur this week.

  • Tentatively, the Contractor anticipates curb work between Harrison Street and Willers Court starting on August 8th. There’s a chance that all remaining curb work will be completed at this time, but this will be dependent on the road construction being complete.

July 21, 2023

Week of July 17:

  • Phase 1B, 3A, & 3B – The Contractor continued installing storm sewer piping.
  • Phase 1B – The Contractor worked on road construction between Garden Street and Willers Court. They are currently working on this phase south of Garden Street.
  • Phase 1A – The Contractor worked on road construction at the Willers Court intersection.

Week of July 24:

  • Phase 2 – The Contractor’s tentative schedule has them start blacktop paving this phase on Friday, July 28th.
    • Please note that access throughout Phase 2 will be difficult while blacktop paving work is being performed. Please seek alternate routes if you see a blacktop paving crew.
  • Phase 1B – The Contractor will continue with road construction working south of Garden Street.
  • Phase 1B & 2 – The Contractor will work on the trail construction between Harrison Street and Willers Court.
  • Phase 3A – Tentatively, the Contractor will begin road construction around the end of next week. This schedule is dependent on production in other phases and weather.

July 13, 2023

Week of July 10:

  • Phase 2 – The Contractor poured the concrete trail and driveways on the east side of the street.
  • Phase 1B – The Contractor continued installing storm sewer piping.
  • Phase 3A & 3B – The Contractor began work to grade the trail which includes removing part of the existing driveways.
    • Reminder, the gravel trail, prior to concrete being poured, will be used for temporary access to the townhome properties while the storm piping and road construction is occurring in this phase.

Week of July 17:

  • Phase 1B, 3A, & 3B – The Contractor will continue to install storm sewer piping.
  • Phase 1B – The Contractor will be working on road construction between Garden Street and Willers Court. They will start at Garden Street and work toward Willers Court.
  • Phase 1A (Willers Court) – It is anticipated that the Contractor will reach Willers Court by mid-week with road construction.
    • Phase 1A – We have coordinated with emergency services regarding the schedule and closing the Willers Court intersection.
    • Reminder: The Willers Court intersection will be open to traffic during non-construction hours.
  • Phase 3 – The Contractor will continue with road construction into this phase after the Willers Court intersection is complete.

Project Notes:

  • Phase 1A (Willers Court) – The Contractor will not reach Willers Court for road construction this week.
  • Phase 2 – The Contractor may be paving a layer of blacktop next week (toward the end of the week if they do). Otherwise, the blacktop will be paved the following week.
  • The Contractor will be working on Saturday, July 15th.

July 11, 2023

Week of July 10:

  • Phase 3A & 3B – The Contractor will begin work to grade the trail today (Tuesday, July 11th) which includes removing part of the existing driveways. If you have specific questions about the trail construction, please contact Rob Coughlin.
    • Reminder, the gravel trail, prior to concrete being poured, will be used for temporary access to the townhome properties while the storm piping and road construction is occurring in this phase.
  • Phase 1A (Willers Court) – The current schedule has the Contractor starting the road construction later this week (the exact date is still being determined).
    • Phase 1A – We have coordinated with emergency services regarding the schedule and closing the Willers Court intersection.
    • Reminder: The Willers Court intersection will be open to traffic during non-construction hours.

    • This work is planned to occur on Tuesday, July 11th and Wednesday, July 12th.

  • Phase 1A – The Contractor installed storm sewer piping at the Willers Court intersection.
  • Phase 1B – The Contractor began installing storm sewer piping and are working toward Garden Street.
  • Phase 2 – The Contractor started constructing the curb today (6/30/23).
  • Phase 2 – The Contractor hauled gravel for the road and constructed the trail in preparation for concrete

Week of July 3:

  • Phase 1B – The Contractor plans to continue installing storm sewer piping.
    • Please note that this phase includes storm sewer work in the intersection at Garden Street. This intersection will be blocked while the storm sewer piping is being installed. Please choose an alternate route during this time.
  • Phase 2 – The Contractor plans to pour concrete driveways on the west side of the street on Wednesday, July 5th.

  • As discussed in our informational meetings, we are asking that you refrain from driving on new concrete (this includes curb, driveways, and trail crossings) for seven days. This is intentionally conservative. We recognize that this creates an inconvenience but please bear with the process. Additionally, we also recognize that this duration could create issues for some properties. If you have a concern or special request regarding driveway access, please contact Rob Coughlin (information below).

 

June 26, 2023

Week of June 19:

  • Phase 2 – The Contractor hauled road gravel for grading.
  • Phase 2 – The Contractor adjusted a sanitary sewer manhole to match the new road grade.
  • Phase 3A & 3B – The Contractor removed curb and driveway.

Week of June 26:

  • Phase 1A (Willers Court) – The current schedule has the Contractor starting the storm sewer piping work in the Willers Court intersection on Monday, June 26th. This work is estimated to take three (3) days and is subject to change due to weather, equipment, etc. The excavation and road construction will follow the storm sewer piping work.
    • Phase 1A – We have coordinated with emergency services regarding the schedule and closing the Willers Court intersection.
  • Phase 1B – The Contractor will continue with storm sewer piping south after they are done with Willers Court.
  • Phase 2 – The Contractor plans to start grading for the trail.
  • Phase 2 – Concrete curb is planned to begin later in the week. The current plan is that this will take place on Friday, June 30th.
    • Please note that access throughout Phase 2 will be difficult while concrete work is being performed. Please seek alternate routes if you see concrete trucks and concrete workers.

June 21, 2023

Week of June 26:

  • Phase 1A (Willers Court) – The current schedule has the Contractor starting the storm sewer piping work in the Willers Court intersection on Monday, June 26th. This work is estimated to take three (3) days and is subject to change due to weather, equipment, etc. The excavation and road construction will follow the storm sewer piping work.

Project Notes:

  • The Contractor will NOT be working this Saturday (June 24th).

*A full project update (#9B) will be sent this Friday. The purpose of this update is to inform the public of the most current schedule information regarding the Willers Court intersection.

 

June 16, 2023

Week of June 12:

  • Phase 2 –The Contractor removed the curb and blacktop grindings.
  • Phase 1B – The Contractor removed the curb and blacktop grindings.
  • No work is planned for Friday, June 16th

Week of June 19:

  • Phase 1A – The Contractor plans to begin installing the storm sewer piping in the Willers Court intersection next week; however, the schedule is still unknow on when this work will begin. As of now, we anticipate that the Contractor will begin the storm sewer piping work later in the week.
    • This storm sewer piping work is estimated to take three (3) days and is subject to change due to weather, equipment, etc. The excavation and road construction will follow the storm sewer piping work.
    • We are coordinating with emergency services regarding the schedule and closing the Willers Court intersection. They will receive schedule updates as they are made available. Access accommodations have been planned and will be made for emergency vehicles.
    • Reminder: The Willers Court intersection will be open to traffic during non-construction hours.
    • **This schedule is subject to change for a variety of reasons. Rob Coughlin, the Construction Project Representative, went door to door on Wednesday evening (6/14/23) and visited with the residents of Willers Court (that were home at the time) to provide information on the schedule and answer questions.
    • Changes to the schedule will be relayed via an update email and text as soon as new information is available.
  • Phase 2 – The Contractor plans to start constructing the trail mid-week next week.

  • Concrete work is being planned for Phase 2. This work will likely begin in the next two to three weeks. More information about the concrete work and accessibility will be relayed as the timing gets closer.

 

June 9, 2023

Week of June 5:

  • Phase 2 – The Contractor finished the excavation and road construction in Phase 2 (as required by the contract to be passable before moving to the next phase).
  • Phase 1B – The Contractor will be removing the curb and blacktop grindings at the southern end of Phase 1B with the intent of working in the southern 300’ +/- of Phase 1B.

Week of June 12:

  • Phase 1B – The Contractor will continue working on removing the curb and blacktop grindings at the southern end of Phase 1B then will proceed with excavation and road construction in the southern 300’ +/-.
  • Phase 1A (Willers Court Intersection) – The Contractor plans to remove curb and scrape off most of the blacktop grindings on Tuesday (June 13th) or Wednesday (June 14th). Traffic will still be able to move around during this time; however, please use caution when encountering construction equipment and workers. The Contractor is NOT planning to close the intersection to perform this work. Please plan ahead on these days (regarding travel plans) to limit the use of this intersection if possible.
  • Phase 2 – The Contractor plans to start constructing the trail starting at Monroe Street and work their way to the north.

June 2, 2023

Week of May 29:

  • Phase 2 – The Contractor continued with the excavation and road construction.
    • Road work that has been completed to date spans between north of Harrison Street and Jackson Street.
  • Phase 2 – The Contractor met with several private utilities to coordinate utility relocations necessary to construct the trail between Harrison Street and Jackson Street.

Week of June 5:

  • Phase 2 – The Contractor will continue the road work between Jackson Street and Monroe Street.
  • Phase 2 – Private utility companies will be working between Harrison Street and Jackson Street on the east side to relocate their utilities ahead of grading work for the trail.

May 26, 2023

Week of May 22:

  • Phase 2 – The Contractor began road work by removing concrete curb and scraping off the ground blacktop. The Contractor also started salvaging topsoil.
  • Phase 2 – The Contractor began road excavation on Thursday. They are placing a road fabric and hauling in sand for the road construction behind the excavation.

Week of May 29:

  • Phase 2 – The Contractor will continue the road work.

  • We received an updated schedule from the Contractor. Phase 1A in front of Willers Court is thought to start the week of June 12th (weather dependent). We’ll provide updates as better information becomes available.

May 19, 2023

Week of May 15:

  • Phase 2 – The Contractor completed the storm drain construction.
  • Phase 2 – The Contractor is working on adjusting the top elevation of the sanitary sewer manholes which is essential for the finished road grade.
  • The Contractor is not working on Friday, May 19th.

Week of May 22:

  • Phase 2 – The Contractor plans to begin road excavation and road construction on Monday.

May 12, 2023

Week of May 8:

  • Phase 2 – The Contractor completed the storm drain construction at the intersection of West Harrison Street and is now working on the storm drain construction between West Jackson Street and Monroe Street.
  • Thursday was a rain day so no work was performed. The Contractor checks on the project on rain days and looks for issues or concerns.

Week of May 15:

  • Phase 2 – The Contractor anticipates completing the storm drain construction by mid-week.
  • Phase 2 – The Contractor plans to begin road excavation and construction following the completion of the storm drain installation.

Project Notes:

  • An updated schedule on when work in Phase 1 will occur will be shared as soon as it’s available.
  • Reminder – The Mayo clinic parking lot is NOT intended for Willers Court residents during construction. The parking lot will be used by patrons of Pepin Valley Dental when their driveway is blocked during Phase 3B, during concrete work, and during paving.

May 5, 2023

Week of May 1:

  • Construction began on May 1st with the road grinding and setting up traffic control signs.
  • Phase 2 – The Contractor started removing curb and storm drain structures.
  • Phase 2 – Storm drain construction started on Thursday.
  • The northern barricades were moved down to the north end of Phase 2 to allow garage sale enthusiasts to more easily move through the unoccupied areas of North 7th.

Week of May 8:

  • Phase 2 – The Contractor will continue to construct storm drain system.
  • Phase 2 – The Contractor might continue removing curb at the end of next week.

Project Notes:

  • An updated schedule on when work in Phase 1 will occur will be shared as soon as it’s available.
  • Orange traffic signs reading “Open to Local Businesses” were added to the north and south barricades with the intention of clarifying business availability to business vendors and clients.

April 28, 2023

Week of April 24:

  • The City and Contractor were preparing for construction to begin.

Week of May 1:

  • Construction is planned to begin on Monday, May 1st (weather dependent).
  • The first steps will include setting up traffic signage and grinding the blacktop. Both of these items will span the whole project.
  • Due to a scheduling conflict, the Contractor will begin their work on Phase 2 and NOT Phase 1 (see the project website for the phase map).
  • Newsletter #6 will be hand delivered on Monday regarding the construction schedule change.
  • Excavation and storm pipe installation in Phase 2 is planned to begin mid-week.

  • An updated schedule on when work in Phase 1 will occur will be shared as soon as it’s available.
  • Reminder for Willers Court residents – Work in Phase 1A will impact Willers Court access. (This work will NOT begin the week of May 1st).
